+. Purpose and research objects of the thesis
1. Purpose: Based on summarizing and systematizing theoretical issues related to the topic, the research thesis evaluates the current situation of press writing about the harmful effects of alcohol and beer from the perspective of policy communication, thereby pointing out the successes and limitations of the press; proposing solutions to improve the quality of policy communication about the harmful effects of alcohol and beer in the press.
2. Subject: The research subject of the thesis is the issue of journalism with the harmful effects of alcohol and beer.
+. Research methods used
Methodology: The thesis is based on the theoretical understanding of Marxism-Leninism; Dialectical materialism and Historical materialism; Ho Chi Minh's thought and the viewpoints of the Party and State of Vietnam on the role and function of the press in policy communication, especially in the field of policy communication on the harmful effects of alcohol and beer.
The thesis applies some communication theories, specifically the Needle Theory; Agenda Setting Theory, Uses and Gratifications Theory to clarify the issue of press writing about the harmful effects of alcohol and beer and the impact of information about the harmful effects of alcohol and beer in the press on the public.
Specific research methods:
Research method, document analysis: This method is used to survey, analyze documents, directives, resolutions and scientific works, books, articles, in order to systematize some issues of journalism theory in general related to policy communication, especially policy communication on the harmful effects of alcohol and beer. At the same time, the PhD student inherits the results of previous research, serving the purpose of comparing, contrasting and clarifying the research problem in the thesis.
Content analysis method: This method is used to analyze the content and form of messages about crime in the newspapers in the survey, thereby clarifying the successes and limitations; the reasons for the success and limitations of the press when communicating about the harmful effects of alcohol and beer.
Case study method: The researcher selected articles on some prominent media highlights and media topics during the discussion of the draft Law on Prevention of Harmful Effects of Alcohol and Beer; Decree 100 of the Government to analyze and clarify the effectiveness of the policy communication process to the public.
Questionnaire survey method: NCS distributed 500 questionnaires to some localities in the 3 regions of North - Central - South to survey public opinion on information about the harmful effects of alcohol and beer in the press in general. This is a necessary channel to measure the effectiveness of the press's impact on the public on the harmful effects of alcohol and beer.
Group interview method: The researcher selected 03 series of articles on controversial content in the draft Law on Prevention and Control of Harmful Effects of Alcohol and Beer; Decree 100 (out of 06 surveyed Newspapers) and conducted interviews with 03 groups, each group of 5 people, on ensuring the principles of policy communication in the press as well as the public's assessment of policy communication on the issue of harmful effects of alcohol and beer in the press in Vietnam today.
In-depth interview method: This method was used through questioning 13 people, including leaders of the National Traffic Safety Committee, Committees of the National Assembly; Ministry of Information and Communications, Ministry of Public Security, Ministry of Justice, Ministry of Health, Vietnam Journalists Association, leaders of press agencies, lawyers, content organization teams of editorial offices and journalists who directly produce news about the harmful effects of alcohol and beer in some newspapers to clarify necessary issues that have not been resolved in the questionnaire.
Methods of analysis, comparison and synthesis: used to analyze, evaluate and synthesize research results to point out successes, limitations, causes and challenges for journalists and press agencies in ensuring the effectiveness of policy communication on the harmful effects of alcohol and beer.

Key results
- Through the survey and research results, the researcher proved that: Vietnamese press focuses on propagating and disseminating legal regulations on preventing the harmful effects of alcohol and beer; Reflecting the implementation of policies on preventing the harmful effects of alcohol and beer; Setting examples and encouraging those who effectively implement policies on preventing the harmful effects of alcohol and beer; Providing information on the harmful effects of alcohol and beer (including the harmful effects of alcohol and beer on health; the harmful effects of alcohol and beer on traffic safety and order; the harmful effects of alcohol and beer on social safety and order); Criticizing acts of violating the law on preventing the harmful effects of alcohol and beer and Building a culture of "Say no to alcohol and beer".
- Among the contents about the harmful effects of alcohol and beer, information about the harmful effects of alcohol and beer on traffic safety and order accounts for the largest proportion compared to the total number of news and articles about the harmful effects of alcohol and beer in the press.
- The research results also show that people's awareness has changed significantly when receiving information about the harmful effects of alcohol through the press. Since then, the public has adjusted their behavior such as: no longer drinking alcohol before participating in traffic; mobilizing relatives to limit alcohol use; no longer considering alcohol use as a necessary diplomatic protocol in all community activities.
New contributions of the thesis: The thesis proposes solutions to improve the effectiveness of policy communication on the harmful effects of alcohol and beer in particular and proposes a framework of principles for improving the effectiveness of policy communication in Vietnam in the current period.
Conclusion: The number of articles on the harmful effects of alcohol in the press is very large. However, this only partially meets the public's information needs. In addition, press information on the harmful effects of alcohol is still "seasonal". The press can perform its function and task better in communicating policies on the harmful effects of alcohol if there are solutions to innovate the content and form of information.
There is a lot of room for the press to communicate policies on the harmful effects of alcohol, and the public demand for this topic is very rich. Moreover, the use of alcohol and beer as well as the State's policies on preventing and combating the harmful effects of alcohol and beer are constant and practical issues. Therefore, the press can completely improve the effectiveness of communication on the harmful effects of alcohol and beer.

Further research directions: After the research of the PhD student, it is possible to open up further research directions for the effectiveness of communication about the harmful effects of alcohol and beer on other types of press such as radio, television and other press agencies with different characteristics.

Conclusion: The number of articles on the harmful effects of alcohol and beer in the press is very large. However, it only partially meets the information needs of the public. In addition, press information about the harmful effects of alcohol and beer is also “seasonal”. The press can also better perform its functions and tasks when communicating policies about the harmful effects of alcohol if they have solutions to innovate the content and form of information.
The space for the press to communicate policies on the harmful effects of alcohol and beer is very large, the public's demand for this topic is very rich. Moreover, the use of alcohol and beer as well as the State's policies for the prevention and control of harmful effects of alcohol and beer is a permanent and practical issue. Therefore, the press can completely improve the effectiveness of communication about the harmful effects of alcohol and beer.

Further research directions: After the research of the PhD student, it is possible to open up further research directions on the effectiveness of communication about the harmful effects of alcohol and beer on other types of press, including audio press, video press and other press agencies with different types of media with other specialties.
