11. Summary of new results of the thesis
Through analyzing the current status of scientific research activities at higher education institutions and analyzing survey data from lecturers, the thesis has proposed a number of financial policy solutions for scientific research activities at higher education institutions to promote scientific research activities at higher education institutions, including (i) creating motivation for research and scientific research activities at higher education institutions from lecturers; (ii) improving the research capacity of lecturers; (iii) strengthening university-enterprise linkages; (iv) reducing institutional barriers in schools and scientific funding agencies; (v) changing funding mechanisms for scientific research from schools; (vi) linking research with market orientation. At the same time, recommendations are made for the Government; ministries; universities and lecturers.
* In theory:
The thesis has systematized, supplemented and clarified the theoretical basis of financial policy for scientific research activities in public higher education institutions, in which clearly identified the constituent contents and factors affecting financial policy for research activities. Previous studies have not focused on and systematized the theoretical basis of financial policy for scientific research activities.
The thesis proposed a framework for evaluating financial policies for scientific research activities applicable to the specific case of public higher education institutions in Vietnam.
* In practice:
Based on the Analysis and Evaluation Framework, the thesis analyzed and evaluated the current status of financial policies for scientific research activities in public universities in Vietnam based on the following contents:
a) Policy on allocating state budget for scientific research activities; ii) Policy on using state budget for scientific research activities;
b) Policy on mobilizing financial resources. At the same time, clearly identify the achieved results, existing shortcomings and causes of those shortcomings in scientific research activities at public higher education institutions currently managed by the Ministry of Education and Training. From there, the thesis has proposed solutions to improve financial policies for scientific research activities in the coming time according to 3 groups of solutions: Group of solutions for policies on allocating state budget for scientific research activities; Group of solutions for policies on using state budget for research activities; Group of solutions for mobilizing financial resources for scientific research activities.
12. Practical application:
The research results will be useful reference materials for studying and researching financial policies for scientific research activities. At the same time, they can be used as materials for building and implementing this policy in Vietnam.
The results of the thesis are the basis for the Ministry of Education and Training to revise the draft Regulations on research and development in higher education institutions as well as the Decree on financial policies for research and development activities in higher education institutions, both of which are awaiting Government approval.
The thesis recommendations are useful references for policy makers to develop appropriate financial policies in higher education institutions, creating more motivation for research activities in higher education institutions.
13. Recommendations for further research
Coordination among relevant sectors and agencies is very important to complete the draft decree on research and development in higher education institutions for submission to the Government for approval.

11.Summary of the new findings of the thesis:
Through analyzing the current status of research practice at HEIs as well as analyzing the data collected from participating teachers, the thesis puts forward a number of recommendations regarding financial policies on research practice at HEIs in order to further promote the research. They are stimulating research motivation among teachers at HEIs, (ii) enhancing research capacity of teachers, (iii) strengthening collaboration between HEIs and businesses, (iv) lower the institutional barriers inside HEIs and research funds, (v) reform the research grant scheme for HEIs, (vi) link research with market. The author also makes recommendations for the government, sectors and agencies, HEIs and teachers to consider.
For theoretical aspect:
The thesis systematized, supplemented and clarified the theoretical basis of financial policies for scientific research activities at public higher education institutions, which clearly defined the constitutive contents, and factors affecting financial policies for research activities. No previous studies focused on systematizing the theoretical basis of financial policies for scientific research activities.
The thesis proposed a framework for assessment of financial policies for scientific research activities, which could be applied to the specific case of public higher education institutions in Vietnam.
For practical aspect:
Based on the framework for analysis and assessment, the thesis analyzed and evaluated the real situation of financial policies for scientific research activities at public higher education institutions in Vietnam based on the following contents: Policy on allocation of state budget for scientific research activities; Policy on using state budget for scientific research activities; Policy on mobilizing financial resources: Simultaneously and clearly identify the achieved results, the impending and their causes in scientific research activities at public higher education institutions under the current management of the Ministry of Education and Training.
The research results will be useful references for learning and research financial policies for scientific research activities. At the same time, it can be used as a document for building and implementation of these policies in Vietnam.
12. Practical applicability, if any:
- Findings from the thesis serves as a ground for MOET to revise the draft bills of Regulations on research and development in HEIs as well as Decree on financial policies on research and development in HEIs, both of which are waiting for government's approval.
- Recommendations by the thesis are useful reference for policy makers to develop suitable financial policies in HEIs, generating more motivation for research activities in HEIs.

- Collaboration among related sectors and agencies are critical to finalize the draft decree on research and development in HEIs as to submit to the government for approval.
