Functions and tasks
The Department of Planning and Finance (DPF) is a unit of the School, with the function of advising and assisting the Principal in managing, synthesizing, proposing opinions, and organizing the implementation of financial management, assets and accounting regimes.
The Science and Technology Department performs the following specific tasks:
- Open accounting books to record the school's revenue and expenditure transactions in accordance with the current accounting regime of the State.
- Develop financial plans for each school year; prepare annual financial revenue and expenditure estimates for approval, organize accounting work, financial reporting, and settle state budget funds and the school's annual self-generated funds according to the provisions of the Budget Law and current State regulations.
- Collect tuition and fees from students in all training systems correctly, sufficiently and promptly; make deductions according to the norms of the revenue-generating units under the school as prescribed by the Principal, and pay obligations of officers and civil servants as prescribed by law; advise the Board of Directors to increase the school's revenue.
- Take the lead in developing, amending and supplementing the school's internal spending regulations and plans for distributing school funds for the Principal's approval; annually calculate the financial efficiency of the school's training systems and report to the Principal for direction.
- Pay salaries, social insurance, health insurance, unemployment insurance and accident insurance for officers and employees, allowances, teaching fees, welfare, overtime and other regimes for officers, civil servants, employees, seasonal contract workers; pay scholarships, allowances for students, amounts to be refunded to students according to the decision of the Principal (if any) and all other expenses for studying, teaching, scientific research, building facilities, repairing, purchasing equipment... of the school in accordance with current regulations.
- Disseminate, guide and implement financial and accounting regimes, disseminate State documents on financial management, organize and conduct financial inspections of public service units that collect and use budgets under the school.
- Monitor the settlement of tax stamps, school receipts, personal income tax, lump sum funds and monitor the school's accounts at the state treasury and banks where the school opens accounts.
- Coordinate with relevant functional units to effectively and economically manage the school's financial resources and assets.
- Develop and organize annual asset inventory according to State regulations.
- Organize the preparation of estimates and final settlement of major repair items of fixed assets and basic construction works of the school.
- Perform the work of synthesizing and reporting on financial activities according to current accounting regime; preserve and store accounting documents and data according to current regulations of the State.
