Associate Professor, Dr. Nguyen Kim Son chaired the conference.At the beginning, the conference listened to Mr. Tran Ngoc Lieu - Head of Training Department - disseminate important documents of the Government on innovation in university education management in the period 2010-2012, including: Resolution No. 05 - NQ/BCSĐ dated January 6, 2010 of the Party Committee of the Ministry of Education and Training on innovation in university education management in the period 2010-2012; Decision No. 179/QD-BGDDT dated January 11, 2010 approving the Action Program to implement Resolution No. 05-NQ/BCSĐ dated January 6, 2010 of the Party Committee of the Ministry of Education and Training on innovation in university education management in the period 2010-2012; Directive No. 296/CT-TTg dated February 27, 2010 of the Prime Minister on innovation in higher education management for the period 2010 - 2012; Official Dispatch No. 1242/BGDĐT-VP dated March 12, 2010 on guidance on organizing discussions and implementing the Prime Minister's Directive and Resolution 05 of the Party Committee of the Ministry of Education and Training on innovation in higher education management for the period 2010 - 2012.   4. Management innovation in the Ministry of Education and Training;
  5. Assignment and decentralization of management of universities and colleges;
  6. Promote training according to social needs;
  7. Planning for the construction of universities in the provinces, concentrated university areas, planning and construction of student dormitories;
  8. Improve management capacity of the team of Principals and Vice Principals;
  9. Innovation in financial mechanism for higher education;
  10. Assessment and accreditation of higher education quality;
  11. Innovation in management and implementation of scientific research.
Assoc. Prof. Dr. Pham Van Quyet - Head of the Department of Postgraduate Training - assessed that the movement to innovate university education management launched by the Ministry of Education and Training is very practical in the current period. For the University of Social Sciences and Humanities, a leading university, the goal of innovation in education management is to reach regional and international standards. Regarding training, the immediate requirement is that the University needs to adjust undergraduate and postgraduate training programs to ensure connectivity, specialization and updating. In the regular university training system, the implementation of the training process is quite serious and highly effective, but in postgraduate training, this process needs to be researched to be implemented more systematically. Proposing to the Ministry of Education and Training, Associate Professor, Dr. Pham Van Quyet said that the Ministry should pay more attention to policies to ensure the lives of officials and civil servants in the education sector, and pay attention to investing in facilities at universities, recognizing these as important factors affecting the improvement of training quality. Also referring to postgraduate training management, MSc. Dao Minh Quan (Department of Postgraduate Training) emphasized the important role of the postgraduate training assistant team in faculties and departments; thereby requesting the University to have specific regulations to more clearly define the roles, functions and tasks of this team. Comrade Nguyen Thi Hang (Union Office) spoke about planning, implementation and evaluation of the work efficiency of departments, saying that these tasks have not been carried out seriously when the plans set out are not really close to reality. The emulation and reward stage needs to be strict to avoid the idea of ​​"leveling". MSc. Ngo Van Hoan - Head of the Inspection Board - commented that, regarding the management document system, the University has built quite a complete system from action programs, orientations, major development strategies to specific regulations on the fields of scientific management, finance, staff organization... The problem is how to implement those documents? On the other hand, human resource management plays a particularly important role in the university. Therefore, the University needs to pay attention to considering and training the staff, finding ways to maximize the capacity of each staff member in their work. The leaders need to be aware of and promote their pioneering role in common activities. Also discussing the work of staff, Master. Pham Huy Cuong (Politics and Student Affairs Department) pointed out a "contradiction" between the fact that on one side the human resource quota for the University is low, but in reality, all units are lacking staff? In the management departments, are professional qualities or work skills highly valued? Some other contributions proposed innovative management solutions related to finance, international cooperation, etc. At the end of the Conference, Associate Professor, Dr. Nguyen Kim Son once again affirmed the special attention of the University to the innovation of university education management and improving training quality. These two major contents will continue to be discussed and opinions will be collected at the upcoming Key Staff Conference. In the coming time, the University also has a policy to put into operation training management according to ISO standards after asking for guidance and support from VNU and the Ministry of Education and Training.
Content of Directive 296/CT-TTg dated February 27, 2010 of the Prime Minister on innovation in university education management for the 2010-2012 period: 1. It is necessary to thoroughly understand: developing the scale of higher education must go hand in hand with ensuring and improving the quality of training. Resolutely put an end to the situation of not being able to control the quality of training. It is necessary to create mechanisms and motivations in state management and management of training institutions to achieve the goal of ensuring and improving the quality of training. 2. Consider the innovation of higher education management, including state management of higher education and management of training institutions, as a breakthrough to create comprehensive innovation of higher education, thereby ensuring and improving the quality of training, improving the effectiveness of scientific research in a sustainable manner. 3. To implement the innovation of higher education management, the Prime Minister assigned: The Ministry of Education and Training to coordinate with the Vietnam Education Trade Union and the Ho Chi Minh Communist Youth Union to organize discussions in all higher education institutions: Why is it necessary to improve the quality of training?
