Training in policy planning and analysis skills

The training course took place from October 17 to 19, 2008, organized by the University of Social Sciences and Humanities. Participants were representatives of the People's Council, People's Committee, and the Fatherland Front of Hanoi, and researchers in the field of policy and policy analysis from a number of institutes and universities in Hanoi.

The training course focuses on several main contents such as: policy planning process, policy analysis and planning techniques, policy analysis and planning methods... In addition, the trainees also listened to presentations by a number of German, British and Vietnamese scientists on experiences and theoretical issues in the process of building, analyzing and planning policies in Vietnam and some countries in the world.

Specifically, the main topics presented and discussed include:

  • Relations between the National Assembly and the People's Council;
  • The role of the People's Council in policy making and monitoring;
  • Policy and the role of policy, comparing policy with strategy, approaches to policy review;
  • Policy analysis: social impact of policy and social response to policy, types of social institutions in policy;
  • Game theory in policy making;
  • Policy analysis: economic approach;
  • UK policy making experience.

The training course is an activity within the framework of the Policy Research Project funded by the Rosa Luxemburg Foundation (Federal Republic of Germany) and implemented at the University of Social Sciences and Humanities since 2002. The project's objective is to focus on researching the economic, social and cultural foundations of the policy-making process, and to conduct training courses to improve policy-making capacity for policy makers.
