Press release of the Workshop announcing the “Vietnam 2024 Country Report: Policy Implementation in Vietnam”.

The workshop will be held on November 27, 2024, organized by the University of Social Sciences and Humanities (VNU) in collaboration with the Hanns Seidel Stiftung (Germany) in Vietnam in a face-to-face format. The workshop will introduce the main results presented in the “Vietnam 2024 Country Report: Policy Implementation in Vietnam”. On this basis, the workshop is expected to open up further discussions on related issues. This is the seventh issue in the Vietnam Country Report series thanks to the very successful cooperation between the University of Social Sciences and Humanities (VNU), Justus Liebig Giessen University (Germany) and the Hanns Seidel Stiftung (Germany).
This issue of the Vietnam Country Report focuses on the implementation of public policies in Vietnam. Research on this issue focuses on how governments and public agencies try to positively influence social realities through laws, regulations and other measures, such as addressing social, economic, educational or environmental issues. The main objective of research on this topic is to determine the level of success of agencies and organizations in implementing public policies. In addition, scientifically-based recommendations on solutions to improve the effectiveness of the policy implementation process are also provided.
After the opening remarks by representatives of the University of Social Sciences and Humanities (VNU) and the Hans Seidel Stiftung, Dr. Detlef Briesen - Co-Editor of the Report - will present the outstanding results of the studies collected in the publication.
Similar to previous publications, this report is also divided into several parts. The first part provides an overview of current policy planning and implementation issues, referring to international experience and the case of Vietnam (author Detlef Briesen). Two studies directly discuss public policy implementation including: policy implementation in the public sector (author Nguyen Thi Thuy Hang) and climate policy implementation in Germany and Vietnam (authors Detlef Briesen and Nguyen Thi Thuy Trang). The following studies address the implementation of public policies in the political, economic and social fields in Vietnam: education and training reform (author Luu Bich Ngoc), social policies in urban areas (authors Nguyen Van Chieu and Hoang Thanh Lich), promoting decent work (author Nguyen Tuan Anh), the implementation of gender roles through the case study of female street vendors (author Duong Kim Anh), administrative reform (author Vu Thi Anh Thu) and international cooperation and integration (authors Nguyen Thi Thuy Trang and Nguyen Van Dap). Finally, the report includes a comprehensive study on changes and factors related to policy planning and implementation in Vietnam (author Nguyen Thi Thuy Trang).
The workshop then moved to a discussion session with the participation of scientists and representatives of agencies and organizations involved in policy implementation in Vietnam such as the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, from universities such as the University of Economics (VNU), the Academy of Policy and Development, etc.
Concluding the workshop, Prof. Dr. Lai Quoc Khanh - Workshop Chair - will summarize the speakers' sharing and thank them for their contributions and discussions, and emphasize the selection of appropriate topics and research in the current context.
Sharing about this issue of the National Report, Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities (VNU) said: “In a rapidly changing world with interconnected challenges – from climate change to socio-economic inequality, the need for informative research that connects academic knowledge with practical solutions is increasing. This issue of the National Report on Vietnam demonstrates the power of international cooperation in addressing these pressing issues. It brings diverse perspectives, rigorous analysis and innovative approaches, providing valuable insights not only for policymakers and scholars but also for the wider public who are facing these challenges on the ground.”
Meanwhile, Mr. Michael Siegner, Chief Representative of Hanns Seidel Stiftung Foundation in Vietnam, said: “This edition of the Country Report analyzes a number of important areas from the perspective of policy implementation. Thereby, this publication contributes to the new field of research on policy implementation in Vietnam, while providing practical knowledge on the implementation of policies in these areas and sectors”./.
