Celebrating 20 years of cooperation between IPAM and RLS: A special, long-term, sustainable relationship

On November 3, 2023, the Institute of Policy and Management (IPAM) of the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) celebrated 20 years of cooperation with the Rosa Luxemburg Foundation, Federal Republic of Germany (RLS). This activity is part of a series of events celebrating the 10th anniversary of the establishment of the Institute of Policy and Management, and is also an opportunity to review the achievements in cooperation projects with the Rosa Luxemburg Foundation Southeast Asia - Representative Office in Hanoi on research activities on policy, science and education, issues of socio-ecological transition and sustainable development.

The ceremony was attended by representatives of the Board of Directors of Vietnam National University, Hanoi and its affiliated units, the Board of Directors of the University of Social Sciences and Humanities, representatives of the Rosa Luxemburg Foundation (Germany), representatives of central and local agencies, Rectors of universities, academies, scientists and many press agencies.
The University of Social Sciences and Humanities currently has 40 foreign partners, including 21 partners from Germany. In particular, the cooperation between the Institute of Policy and Management and the Rosa Luxemburg Foundation is the longest-standing and most sustainable partnership activity with more than 20 years, since the first project with the theme “Vietnam-Rosa Luxemburg Project on Policies Studies” in 2002.
During the period 2008 - 2017, RLS continued to coordinate with the Institute to implement 03 Project categories: (1) Policy Research and capacity building for policy makers for policy makers and socio-political organizations; (2) Innovation in education policy; (3) Choosing left-wing theories in a changing world and supporting the organization of a number of international conferences.
In the period 2018 - 2023, in addition to policy research projects applying the experiences of German experts, IPAM and RLS started a project category on socio-ecological transition.
Accordingly, the projects have brought about many important results associated with the formation and development of the Institute of Policy and Management. The support of the RLS Institute has helped IPAM carry out projects that brand policy research and training for policy makers across the country, with more than 50 training courses on policy analysis and planning skills, policy appraisal and evaluation skills for members of the People's Council, the Vietnam Fatherland Front, 4 Central Offices (President's Office; National Assembly Office; Government Office; Party Central Office) and for professional policy researchers.
The project's research activities also provide documents to serve the capacity building of policy makers at all levels... In particular, in 2008-2009, the textbook on Policy Science was published and used in the university's main programs. Also in 2011, at the request of the Institute for Legislative Studies, the National Assembly Standing Committee, the Institute published and presented 550 books on Policy Analysis and Planning Skills for National Assembly deputies for the 2011-2015 term. By 2016, the book Policy Evaluation Skills was published, providing documents for policy makers at all levels within the framework of the cooperation project with the RLS Foundation.
During the 20 years of cooperation, a series of international seminars and workshops have been organized, including policy seminars and discussions by German experts on contemporary development issues, which have helped promote academic exchanges and research activities between Vietnam and Germany. The RLS has also provided IPAM with the opportunity to participate in study tours to learn and exchange experiences in policy research. These activities have helped researchers and policy makers in Vietnam accumulate theoretical foundations and experience in policy research.
The Institute of Policy and Management is one of the first partners of RLS SEA to propose and implement the first project on socio-ecological transition in Vietnam. The project initially develops research topics on SEET through open academic discussions among researchers, policy makers, experts, leaders at all levels, the media community, and businesses.
Thanks to its effective activities in the field of policy research and analysis, the Institute, from one of the first research and training units in Vietnam in the field of Policy Research and Analysis, has formed a strong research group on Policy and Management, and has now become one of the Key Research Centers of VNU with new motivations and attitudes.
Assoc.Prof.Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities, VNU, expressed his sincere thanks for the important cooperation of RSL with IPAM.
Assoc. Prof. Dr. Dao Thanh Truong shared his belief that, with the continuous efforts of the members and the cooperation and support of scientists, managers, organizations and units inside and outside the school, domestically and internationally, especially with the partner RLS Institute, the Institute of Policy and Management will certainly be one of the think tanks operating effectively, participating in domestic and international forums on policy and management; actively contributing to the process of planning and implementing policies, promoting the socio-economic development and international integration of the country.
Recalling memories of the early days of RSL and IPAM’s partnership, Joerg Schultz, one of the first people to lay the foundations for this partnership, emphasized: “This is a rare relationship with special trust between the two organizations and between scientists of the two countries. On the Vietnamese side, those who laid a solid foundation for this good relationship include Associate Professor, Dr. Vu Cao Dam, Professor, Dr. People's Teacher Nguyen Van Khanh and later Associate Professor, Dr. Dao Thanh Truong. Cooperating with IPAM is a great honor for RSL in general and for me personally.
IPAM is increasingly asserting itself as a Think tank with great contributions to policy consulting in Vietnam, especially in the context of the world and Vietnam posing new issues on policy and management.
Mr. Joerg Schultz was moved when recalling the 20-year journey of sustainable cooperation between IPAM and RSL.
At the ceremony, the Institute for Policy and Management and the Rosa Luxemburg Foundation, Germany signed a memorandum of cooperation to further deepen the sustainable cooperative relationship between the two organizations.

On the occasion of this special anniversary, the Institute of Policy and Management organizes an international seminar with the theme "Social change and issues of science, technology and innovation management in Vietnam” and the Book and Photo Exhibition displaying valuable documents on the formation and development process of IPAM. The exhibition will continue from November 6 - 8, 2023 at the D campus of the University of Social Sciences and Humanities, VNU.


The Institute of Policy and Management (IPAM)was established under Decision 876 QD/XHNV-TC issued on April 16, 2013 by the President of the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU). The Institute was upgraded based on the development achievements of the Center for Policy Research and Analysis (CEPSTA) - one of the centers ranked in the group of research and training support centers operating effectively with a long history of policy research and training in Vietnam since 1991. The mission of the Institute is to train, develop and provide human resources for management and experts in policy research and analysis, and management of the development of policy science and management. From 2018 to present, the Institute has been recognized as a Key Research Center at VNU level.

Rosa Luxemburg Stiftung Southeast Asia - Hanoi Officeis one of the six major political organizations in the Federal Republic of Germany, whose main objective is political education for the promotion of social progress at home and abroad. The Rosa Luxemburg Office in Hanoi was established in 2009 with the mission of supporting the transformation of countries such as Vietnam, Cambodia, Laos and Myanmar into participatory, socially just and ecologically sustainable societies. The office currently cooperates with about 15 partner organizations, including policy research institutes, universities, NGOs, think tanks, government and parliamentary organizations.
