In 1946, the young revolutionary government was in a precarious situation. In the North, 180,000 Chiang Kai-shek troops used the pretext of disarming the fascists to plot to overthrow the revolutionary government. In the South, the French army sought to re-impose colonial rule. The signing of the Vietnam-France Agreement on March 6, 1946 showed that President Ho Chi Minh, the Party Central Committee and the Government had made a shrewd political move, avoiding confrontation with many enemies at the same time. The March 6 Agreement was considered a miracle that started the history of diplomatic struggle of the new Vietnam.

* Prof. Dr. Pham Quang Minh - Principal of the University of Social Sciences and Humanities: “In this Agreement, what Ho Chi Minh wanted was for France to recognize Vietnam as an independent nation, but it was not achieved. France only recognized Vietnam as a free nation, but that was also an important result, from being a slave, it now became a free nation.”

* Prof. Pierre Asselin (University of San Diego, USA): I think Ho Chi Minh is a symbol of Vietnamese diplomacy. He knew when to fight and when to negotiate. He was very good at balancing, even taking advantage of relationships with major countries. When studying the methods of Vietnamese diplomacy today, I still see those things.
