Clarifying 5 new points
According to Prof. Dr. Pham Quang Minh (Former Rector of the University of Social Sciences and Humanities, VNU), this is a very complete, comprehensive, and profound article on the viewpoints of the Communist Party of Vietnam on the most fundamental and important contents of the Vietnamese revolution since the country achieved peace, independence, and unification. That is the issue of building socialism and the path to socialism of the Vietnamese people. In the article, the General Secretary raises the most crucial and decisive questions of the Vietnamese people today such as: What is socialism? Why did Vietnam choose the path of socialism? How and by what means can socialism be gradually built in Vietnam?
According to Professor Pham Quang Minh, the meaning of the article must be recognized, evaluated, and considered in the current practical context, associated with three important factors.
Firstly, the article was published before the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, that is, before an event of great significance, when on May 23, 2021, voters nationwide will elect their representatives to the highest authority of the country. The General Secretary wants to remind everyone that it is none other than the voters, who must raise their sense of responsibility and wisely choose people with enough talent and virtue to elect to the National Assembly. Because this is the body that makes important decisions about the path we have taken, the achievements we have made and will be the place to solve difficulties and challenges in the future.
Second, the article was born in the context of our country celebrating the 131st birthday of President Ho Chi Minh, the founder of the Vietnamese State, the leader and teacher of the Vietnamese revolution, which is an opportunity for us to review and look back at what we have done and the path ahead.
Third, this is also an opportunity for the General Secretary to clarify his views and define Vietnam's stance on the issue of socialism in Vietnam, in order to criticize the erroneous views, slander, and distortion of the regime by hostile forces aimed at lowering the Party's prestige, spreading doubts and shaking the people's confidence in the nation's path to socialism.

Sharing about the content of the article, Professor Pham Quang Minh emphasized that the article analyzed and clarified 5 new arguments of very important significance.
First of all, the General Secretary affirmed that the achievements of capitalism are undeniable and these are the common achievements and progress of humanity and therefore we need to accept them selectively. This is very important, because up to now, there have been some people who believe that everything of feudalism, capitalism, of the old regime is evil, wrong and go to the point of denying it completely. That is a conservative view, heavily tinged with ideological confrontation, clearly distinguishing between us and the enemy, friends and foes, everything of us is good, everything of the enemy is bad. The General Secretary emphasized: “We acknowledge that capitalism has never been as global as it is today and has also achieved many great achievements, especially in the field of liberating and developing productive forces, developing science and technology.”
Second, when talking about socialism, the General Secretary mentioned three aspects, three connotations, three qualities of socialism. That is socialism as a doctrine, a movement and a regime. This way of looking at socialism is more scientific, multi-dimensional and comprehensive. Because, if someone only looks at socialism as a movement, it is easy to be shaken by the "up or down" of that movement. If one only looks at socialism as a doctrine, it is easy to see that it is "rigid, dogmatic, backward". And if one looks at it as a regime, I am afraid that the reality in the Soviet Union and Eastern European countries makes people skeptical.
Third, we often say that Vietnam is moving towards socialism, skipping the stage of capitalist development, but in this article, the General Secretary pointed out that skipping the stage of capitalist development means only skipping the limitations of capitalism such as oppression, injustice, exploitation, bad habits, but not ignoring the achievements of civilizational values that humanity has achieved during the period of capitalist development and having selective inheritance. We need to be clear-headed, alert and selectively inherit the achievements and civilizational values that humanity has achieved such as technology, economics, medicine, etc.
Fourthly, Professor, Dr. Pham Quang Minh also stated that, in the article, building socialism according to the General Secretary is to create a qualitatively new type of society, which is different from any other model in the world. Or the socialist-oriented market economy is a breakthrough in theory. Those things are unique to Vietnam, only to Vietnam. Professor, Dr. Pham Quang Minh expressed his thoughts: “This is the biggest challenge for Vietnam because if we have to build a completely new type of society that does not exist in the world, it will be extremely difficult and challenging, because we cannot learn from the experiences of those who have gone before, we have to be the ones to pave the way “opening mountains, breaking rocks”. But we will do it, because just like during the period of the Resistance War against the US, many countries were afraid of the US, did not dare and did not know how to fight the US? But we have researched, pondered, studied and determined that we can fight the US and have defeated the US”.
Finally, highly appreciating the General Secretary's conclusion in the article: "We need to selectively absorb and supplement the latest achievements in ideology and science in a critical and creative spirit so that our ideology and doctrine are always fresh, always invigorated, carrying the breath of the times, not falling into rigidity, stagnation, and backwardness compared to life", Professor, Doctor Pham Quang Minh said that the General Secretary has expressed a clear view on the importance of learning combined with practice, theory must be closely linked to practice, learning must be critical, creative, absolutely not dogmatic, mechanical leading to intellectual rigidity and backwardness. More than ever, we must always promote the spirit of learning, creatively absorbing in a critical spirit, only then can we be "infused with new vitality".
According to Professor Pham Quang Minh, this also shows that the General Secretary, through the article, wants to tell us that Vietnamese science seems to have not updated and absorbed the latest achievements in world ideology and science, and has not creatively applied those achievements to the practice of building socialism in Vietnam.
Moving towards socialism along the path of sustainable development
Associate Professor, Dr. Nguyen Chu Hoi (Permanent Vice President of the Vietnam Fisheries Association) said that as a 40-year Party member, he feels proud of the Party, has confidence in the leader, and together with the Party Central Committee, leads the country firmly on the path of building socialism, successfully realizing the "Vietnam Aspiration" as pointed out in the Resolution of the 13th National Party Congress.
Agreeing with the General Secretary's assessment of the global challenges related to the inadequate resolution of the relationship between development and the environment: "Along with the economic and financial crisis are the energy and food crises, the depletion of natural resources, the degradation of the ecological environment, etc., which are posing enormous challenges to the existence and development of humanity", Associate Professor, Dr. Nguyen Chu Hoi emphasized that the consequences of an anti-environmental approach, development at all costs, not considering the environment and resources as a mandatory factor to consider when choosing a method of development and consumption have left "the consequences of a socio-economic development process that takes profit as the ultimate goal, considers the possession of wealth and increasing material consumption as a measure of civilization, and takes personal interests as the pillar of society", as the General Secretary wrote.

Therefore, in this article, the General Secretary has identified and oriented: "People hold a central position in the development strategy; cultural development and human development are both the goal and the driving force of the innovation process; education - training and science - technology development are the top national policies; environmental protection is one of the vital issues, the criterion for sustainable development; building happy and progressive families as healthy and solid cells of society, implementing gender equality is the criterion of progress and civilization". In particular, these are not only priority tasks in the country's innovation and creativity on the path to building socialism, but also demonstrate the superiority of socialism that our Party has steadfastly chosen and persistently implemented.
