Responding to the Covid-19 pandemic, the University of Social Sciences and Humanities, VNU has successfully organized online teaching and learning in recent times. Talking to reporters of the Infonet page of the Vietnamnet online newspaper, Prof. Dr. Hoang Anh Tuan, Vice Principal in charge of training and student affairs of the University, shared the University's viewpoint on online teaching and learning: "not in a hurry but not missing the opportunity..."

PV: According to the Ministry of Education and Training, by April 2020, only 50% of Vietnamese universities had implemented online teaching and learning. What factors are needed for a university in the social sciences and humanities to implement it quickly and systematically, sir?
Professor Hoang Anh Tuan: Dedicated and proactive teachers are the decisive factor! Currently, 350 lecturers have been teaching more than 1,000 classes (both undergraduate and graduate). Next is the companionship of 7,500 (nearly 95%) of the School's students, the support of partners and alumni... have helped the School effectively implement online teaching and learning for nearly 3 months.
PV:How is the training for lecturers carried out in such a urgent context, sir?
Professor Hoang Anh Tuan: Lecturers are trained before teaching online: from February 20 to February 29, 2020, there were 4 direct training sessions for about 200 lecturers; after the outbreak, the School organized 3 more online training sessions for the remaining lecturers, and at the same time created detailed instructional videos for teachers and students to refer to.
PV: So does that mean the school organized training before the Ministry of Education and Training required online teaching?
Professor Hoang Anh Tuan: Yes, a stroke of luck! In November 2019, the School identified one of the five key tasks in 2020 as enhancing the technology of teaching and learning activities to improve training quality. At first, the School planned to pilot the program in 3-5 majors, but when organizing, a large number of teachers participated, so the School trained all lecturers who voluntarily registered. Therefore, when the Ministry decided to teach and learn online, the School already had "capital in the pocket", only providing additional training for the remaining teachers.

PV: How do state management documents support the implementation of online teaching and learning, sir?
Professor Hoang Anh Tuan: Management documents from the Ministry of Education and Training to VNU provide timely support to training units: The Ministry of Education and Training has official dispatches 795 (March 13) and 988 (March 23), VNU has official dispatch 944 (March 27), providing detailed instructions on teaching and learning activities, inspection, assessment, quality assurance, etc.
Based on the management documents of the superiors, the School has specified them into instructions so that lecturers and students can feel secure in teaching and learning online.
PV: Has the school ever organized online teaching and learning before, sir?
Professor Hoang Anh Tuan: Yes, but not yet complete. Six years ago, the School operated a subject website system to support the training process. However, the system was simple and lacked online teaching functions, so each year only about 10% of classes used it.
Last term, some lecturers took advantage of the livestream function from zoom, team... to combine with the subject website. Although it was "patchwork", it created a foundation for lecturers to make a strong breakthrough when the School had a professional and modern platform in early 2020.

PV: Official dispatch 988/BGDĐT-GDĐH requires schools to use a standard platform (LMS: learning management system) to have their teaching and learning results recognized. How has the school "standardized" the LMS?
Professor Hoang Anh Tuan: During the training (February 2020), lecturers used the UPM platform developed by the alumni company, which was sponsored for free by the school for 2 years. UPM is a professional and modern online teaching and learning platform with full features as instructed by the Ministry of Education and Training and VNU. 90% of the total of nearly 1,000 classes were proactively chosen by lecturers to teach on this platform; the remaining 10% were organized on another platform supported by the University of Technology, VNU.
Currently, 100% of the School's online classes have been "standardized" on modern and professional online teaching and learning platforms.
PV: If the epidemic lasts, what will the semester exam plan be like?
Professor Hoang Anh Tuan: The school has calculated in detail the semester exam plans, so that they are feasible and optimal, ensuring training quality.
Exams in the classroom are the preferred option. If the pandemic subsides and students return to the classroom in May 2020, the School will organize semester exams in the classroom.
If the epidemic becomes complicated and students cannot go to school, the online exam plan will be considered; the online graduation thesis defense plan for nearly 1,500 final year students has also been calculated in detail. Official dispatch 944/VNU-DT has provided specific instructions on this so that units can implement it with peace of mind. The school will base on the actual situation to implement, ensuring the legitimate rights of students.

Teaching and learning technology is a trend: We must seize the opportunity but not rush!
PV: These days, the community often talks about the “danger” and “opportunity” in online teaching and learning to modernize the education sector. How do you share this issue?
Professor Hoang Anh Tuan: Online training is an important step in the digital transformation of the education sector. Along with the requirement to regularly update lecture content and modernize university administration, training units will have to increase the technology of teaching and learning activities to continuously improve output quality, meeting the human resource requirements of a cross-border labor market that is very open and very competitive today. In the context of the rapidly digital transformation of education today, any training unit that is slow will miss the opportunity, face the risk of falling behind, or even going bankrupt in the current competitive trend.

Thus, it can be seen that technology in teaching and learning is a common trend of Vietnamese universities. However, in each school, the implementation will need to be calculated fundamentally, depending on the organizational capacity of the unit, with a specific roadmap, appropriate proportion, and taking into account the characteristics of the training field...
In fact, VNU has affirmed the trend of Blended Learning (online and offline combination) to modernize training in the coming time. The Ministry of Education and Training is also promoting online training models, mass open course systems (MOOC), open educational resources (OER)... After the Covid-19 pandemic, as a very natural trend, many lecturers will combine teaching in the classroom with the use of professional online teaching-learning platforms (LMS) to improve the quality of teaching (managing the training process, assigning assignments, testing-assessment, closely interacting with students...)
In short, to survive in today's competitive digital education environment, universities must calculate thoroughly, not be hasty but cannot miss opportunities!
