Prime Minister directs to continue measures to prevent and control COVID-19 in the new situation

The directive states:

The COVID-19 pandemic has spread worldwide, infecting millions of people, killing hundreds of thousands, and seriously affecting socio-economic activities globally. After 3 weeks of implementing social isolation according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister, the whole country has detected and promptly handled outbreaks, continued to control and limit the rate of infection in the community, cured the majority of infected people and there have been no deaths. However, the epidemic continues to develop complicatedly, the risk of outbreaks remains high, negatively affecting the socio-economy and people's lives.

In order to effectively implement epidemic prevention and control measures, while restarting and continuing economic development, ensuring social security and stability, the Prime Minister requests:

1. Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally-run cities continue to thoroughly grasp and strictly implement the following viewpoints, principles and mottos:

a) Unify awareness and action, thoroughly grasp the viewpoint of "fighting the epidemic like fighting the enemy", mobilize the participation of the entire political system and all people, promote discipline, order and responsibility of leaders, strictly implement epidemic prevention and control measures according to the direction of the Politburo, Secretariat, National Assembly, Government and Prime Minister. At the same time, achieve the goal of continuing to develop production and business, creating jobs with the specific management of the Chairman of the People's Committee of the province or centrally-run city under specific conditions;

b) Cadres, party members, civil servants and public employees must be exemplary and take the lead in implementing epidemic prevention and control measures;

c) Consistently implement the principles of epidemic prevention and control: prevention, detection, isolation, localization, and suppression of epidemics while doing a good job of treatment, minimizing deaths; the motto "4 on-site", absolutely no negligence or subjectivity;

d) Restrictive measures to prevent and control the epidemic that have been implemented are relaxed in accordance with the epidemic situation; socio-economic activities are restored on the basis of ensuring good control of the epidemic, especially in Hanoi, Ho Chi Minh City and major cities.

2. Relevant ministries, agencies, People's Committees of provinces and centrally run cities continue to direct the implementation of the following measures:

a) People should regularly wash their hands with soap or antiseptic solution; wear masks when going out; keep a safe distance when in contact; do not gather in crowds in public places, outside of offices, schools, and hospitals;

b) Continue to suspend festival activities, religious ceremonies, sports tournaments, events with large gatherings in public places, stadiums and other unnecessary large events.

c) Temporarily suspend the operation of non-essential service businesses (amusement parks, beauty salons, karaoke, massage parlors, bars, dance clubs, etc.) and other service businesses according to the decision or direction of the Chairman of the People's Committee of the province or centrally-run city.

d) Commercial and service establishments (wholesale, retail, lottery, hotels, accommodation establishments, restaurants, eateries, etc.) except for the establishments mentioned in Point c, Section 2 above, sports training areas, historical sites, and scenic spots are allowed to resume operations but must implement measures to ensure safety and prevent epidemics such as: Providing protective equipment for staff, measuring the body temperature of visitors; arranging adequate means and materials for hand washing and disinfection at the establishment and ensuring distance when in contact.

d) Inter-provincial and intra-provincial public passenger transport activities are allowed to resume, but must implement safety measures to prevent and control the epidemic according to the instructions of the Ministry of Transport such as: passengers and drivers must wear masks, and adequate means, soap, and hand sanitizer must be provided for passengers.

Particularly for air passenger transport, apply appropriate measures specific to the aviation industry to ensure passenger safety and prevent disease transmission.

e) Reduce and spread out the number of students in the classroom, arrange staggered class times, lunch times, and group activities to ensure no large gatherings; disinfect and clean classrooms; combine online learning, and implement disease prevention measures for students.

g) Factories and production facilities continue to operate and must implement epidemic prevention and control measures for workers and laborers.

h) The head of an agency, unit, organization or facility is responsible for developing a suitable working plan for the agency or unit to ensure the safety of officers and employees; not to organize unnecessary meetings or conferences with large crowds, not to delay work, especially work with deadlines or statutes of limitations as prescribed by law, and public services for people and businesses.

For events serving political, economic and social purposes that are truly necessary to be held, local authorities must decide and implement infection prevention and control measures such as: wearing masks, disinfecting hands, sitting apart; conducting medical supervision; not organizing festivals or celebrations.

3. The Prime Minister shall consider and decide on the risk level of disease transmission for each province and centrally-run city according to the proposal of the National Steering Committee for COVID-19 Prevention and Control.

4. The Chairman of the People's Committee of a province or centrally-run city, in addition to directing the implementation of the measures prescribed in Section 2 above, is responsible for organizing the implementation of epidemic prevention and control measures corresponding to the risk levels, ensuring the following requirements:

a) Provinces, centrally-run cities, and high-risk areas continue to strictly implement epidemic prevention and control measures according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister.

b) Provinces and centrally-run cities at risk:

- People are advised not to leave their homes unless necessary and to take measures to prevent and control the epidemic.

- Do not gather more than 20 people in public places, outside of offices, schools, hospitals; keep a minimum distance of 1m when in contact.

c) Provinces and centrally-run cities with low risk levels:

- Propaganda and mobilize people not to leave their homes if not necessary and to implement measures to prevent and control the epidemic.

- Do not gather more than 30 people in public places, outside of offices, schools, hospitals; keep a minimum distance of 1m when in contact.

d) The Chairman of the People's Committee of the relevant province or centrally-run city shall determine the scope of high-risk areas in the locality and direct the strict implementation of epidemic prevention and control measures according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister.

5. The Ministry of Health focuses on directing:

a) Timely detect, isolate, localize, and thoroughly handle outbreaks; apply information technology to search for and identify cases at risk of infection.

b) Organize appropriate treatment flow and routing right from the stage of patient reception, infection prevention at medical facilities, ensuring safety for medical staff, people participating in epidemic prevention and control, the elderly, people with underlying medical conditions, and vulnerable groups.

c) Guidance on implementing epidemic prevention and control measures at production, business, service establishments and means of transport.

6. The Ministries of National Defense, Public Security, and Foreign Affairs continue to direct the strict implementation of entry restrictions; strictly control entrants; all cases of entry must be quarantined according to regulations.

7. The Ministries of National Defense, Health, People's Committees of provinces and centrally-run cities continue to organize quarantine well and improve living conditions at centralized quarantine facilities.

8. Ministries and ministerial-level agencies provide guidance on epidemic prevention and control measures and ensure safety at facilities and activities within their scope and management areas.

9. The Ministries of Information and Communications, Science and Technology, Education and Training, Industry and Trade, and the Government Office direct the application of information technology in medical examination and treatment, online work and learning, e-commerce, cashless payments, and implementation of administrative procedures and public services, promoting the development of e-Government and digital economy.

10. Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities continue to promote information and propaganda work on disease prevention and control and socio-economic development; strengthen inspection and strictly handle organizations and individuals who are irresponsible or violate regulations on disease prevention and control, including criminal prosecution (if any).

11. Relevant ministries, agencies, People's Committees of provinces and centrally-run cities focus on directing the implementation of socio-economic development measures, including:

a) The Ministry of Industry and Trade and relevant ministries and sectors focus on and urgently promote the signing of export contracts with EVFTA countries; prepare necessary conditions and goods, especially goods with export advantages and potential, to deploy immediately after countries lift the blockade and reopen.

b) Continue to review, ensure supply and transportation of input materials for production and export.

c) Promote the development of the domestic market, take measures to stimulate demand, boost consumption, especially e-commerce and retail systems, ensure enough essential goods for people in all situations; gradually reopen domestic tourism.

d) Proactively research and develop plans to restart socio-economic activities, ensuring safety principles in disease prevention and control.

12. The Ministries of Labor, War Invalids and Social Affairs, Finance, People's Committees of provinces and centrally-run cities urgently implement measures to ensure social security in accordance with Resolution No. 42/NQ-CP dated April 9, 2020 of the Government on measures to support people facing difficulties due to the COVID-19 pandemic, ensuring timeliness, publicity, transparency, and targeting of the right subjects.

13. Propose that the Vietnam Fatherland Front and mass organizations coordinate with authorities at all levels to strengthen the mobilization of people to raise awareness and actively participate in epidemic prevention and control.

14. Requesting Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, relevant organizations, units and individuals to strictly implement this Directive./.
