At the opening session, the Decision to establish the School's Science and Training Council for the 2021-2026 term was announced. The Council consists of 57 members, including 10 members of the Standing Council.
Dr. Ngo Thi Kieu Oanh (Head of Organization and Personnel Department) announced the Decision to establish the School's Science and Training Council for the 2021-2026 term.
In his opening speech, Prof. Dr. Hoang Anh Tuan (Principal of the School) reviewed some figures on the development of the School during the 2015-2020 term. Over the past 5 years, the School has developed in all three aspects: staff, training and scientific research. Regarding staff, the number of lecturers with academic titles (currently accounting for 27% of the total number of staff) and degrees (currently accounting for 71% of the total number of staff) has increased over the years; regarding training, the number of majors, majors and training programs at all three levels of Bachelor, Master and Doctorate has increased steadily; regarding science, the number of scientific products, especially international publications, has also increased steadily.

The above achievements create a relatively good foundation for development in the next 5 years, however, there are still many challenges such as: lecturers still face barriers in upgrading their academic titles; postgraduate training programs are still modest; promoting international publications still faces many difficulties. The School's Science and Training Council for the 2021-2026 term has a role and responsibility in orienting and supporting the collective leadership and staff of the School to overcome these difficulties, in order to transform quantitative achievements into long-term quality.
As Chairman of the Council, Prof. Dr. Nguyen Van Khanh also raised a number of issues with the development of the University such as: improving the quality of social sciences and humanities to contribute to the competitiveness and ranking of the University in particular and VNU in general; grasping and promoting the strengths of social sciences and humanities in the current digital transformation; promoting the quality of training and scientific research with the goal of turning the University into a research university. Overcoming these challenges requires the attention and support of the Science and Training Council in providing correct opinions and recommendations on policies.
Following the opening, the Council listened to two thematic reports.
Assoc. Prof. Dr. Lai Quoc Khanh (Vice Principal of the School) presented the report
The report "Project on planning training majors and disciplines for the period 2021-2025" by Associate Professor, Dr. Lai Quoc Khanh (Vice Principal of the School) reviewed the current status of the organization and management of training majors/disciplines. The report stated: From 2015 to 2020, the School opened 05 undergraduate training majors, 05 master's training majors, 01 doctoral training major and adjusted the orientation from research to application of 08 master's training majors. Up to now, the School has 101 majors, disciplines and training programs, of which 27 are Bachelor's, 43 are Master's, and 31 are Doctoral.
Associate Professor, Dr. Bui Thanh Nam (Head of Training Department) reported training statistics during the last term of the Council.
In general, from 2015 to present, the University has organized the construction of majors and majors and the conversion of majors and majors in accordance with the regulations and instructions of VNU. The University has exceeded the construction of training programs according to the planning targets of majors and majors for the period 2014-2020.
However, there are still some limitations: there is no balance between training capacity and social needs of some training sectors and majors; the number of students enrolled exceeds the training capacity and the organization of thesis and dissertation guidance; some postgraduate training programs are spread out and divided, leading to no enrollment or enrollment not meeting the target.
Based on the assessment of the situation, the Project has set out a roadmap for building sectors and specialties and transforming sectors and specialties according to viewpoints, principles, requirements, conditions and roadmap from now until 2025.
Assoc. Prof. Dr. Dao Thanh Truong (Vice Principal of the School) presented the report
The report "Orientation of scientific research activities for the period 2021-2030" by Associate Professor, Dr. Dao Thanh Truong (Vice Rector of the University) highlighted a number of achievements in the University's scientific research in the period 2010-2020: Orientation of basic research to build sets of tool books that contribute significantly to updating theoretical trends and new approaches in the field of Social Sciences and Humanities, demonstrated through the number of topics under the National Science and Technology Fund, VNU-level topics. The University's staff has chaired and implemented 36 topics under the National Science and Technology Fund, 158 VNU-level topics. On average, the University publishes 15 monographs and reference books/year; some of which are published by prestigious international publishers such as Paglgrave Macmillan and Springer. Also during this period, major, interdisciplinary projects, researching major issues arising in Vietnam's development practices, were implemented. Specifically, the school's staff developed and chaired 44 state-level projects.

Some limitations still exist: some orientations of the 2010-2020 period have not really received attention and attracted resources to participate; interdisciplinary research is only limited to the field of Social Sciences and Humanities, not yet expanded to other fields; the School has not yet built and chaired state-level research programs and projects, but has only stopped at the proposal stage.

Based on the assessment of the current situation, the Report has identified the viewpoints, directions and goals of scientific research work in the period of 2021-2030, some priority research directions, and proposed some solutions to overcome limitations.
During the discussion, the Council members highly appreciated and contributed their opinions to the two reports. The opinions were received, recorded and focused on key points such as: the need to ensure harmonious and flexible operation horizontally and vertically in the mechanism, principles and regulations of training and scientific research; the need for further investment in the University's science and technology activities; the need to standardize training sectors and majors in the direction of elite training in addition to mass training...
