Dear experts, scientists and delegates!Today, in the atmosphere of the entire Party, the entire people, and the entire army, we have just solemnly celebrated the 50th anniversary of the Liberation of the South and the reunification of the country, contributing to arousing the heroic spirit of the entire nation, creating a new mindset, motivation, and inspiration in society; we are in the days of celebrating the 135th anniversary of the birth of the great President Ho Chi Minh, towards the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, I am very happy and excited to join my comrades in attending the National Scientific Conference with the theme
“Uncle Ho with education, education with Uncle Ho”.I highly appreciate the organization of the Workshop, with the proactive, active and effective coordination of the Central Propaganda and Mass Mobilization Commission, the Ministry of Education and Training, Hanoi National University, the University of Social Sciences and Humanities, to practically celebrate the 135th birthday of President Ho Chi Minh. The Workshop is a scientific activity, attracting the participation of many prestigious experts and scientists, with
125 papersquality are collected in the proceedings. Our conference is even more meaningful when it is held at the school where among the first Decrees signed by President Ho Chi Minh
(October 10, 1945), right after the birth of Vietnam, it was Decree No. 45 on the establishment of a Faculty of Arts University in Hanoi - the predecessor of the University of Social Sciences and Humanities, Vietnam National University, Hanoi today.

Dear comrades, experts, scientists and delegates!President Ho Chi Minh - The genius leader of our Party and people, The great teacher of the Vietnamese revolution, Hero of national liberation, World cultural celebrity, Outstanding soldier of the international communist and workers' movement, Beloved father of the Vietnamese people's armed forces. He left our Party, our nation, our people, today's and future generations an extremely noble legacy, which is: Ho Chi Minh Thought, Ho Chi Minh's morality, Ho Chi Minh's style and Ho Chi Minh era.
In 1987, the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) issued
Resolution No. 24C/18.65on the 100th anniversary of President Ho Chi Minh's birth. The resolution affirms:
“The important and multifaceted contributions of President Ho Chi Minh in the fields of culture, education and art are the crystallization of the thousands of years of cultural tradition of the Vietnamese people, and his thoughts embody the aspirations of peoples wishing to affirm their cultural identity and to enhance mutual understanding among peoples.”President Ho Chi Minh's ideology on education and training, modern educational methods and styles imbued with his traditional values, are truly the foundation, the compass to orient and guide the process of building and developing Vietnamese education, Vietnamese culture, the country and the Vietnamese people. That is the philosophy
“An ignorant nation is a weak nation”. That is the vision:
"an education that will train you to become useful citizens for Vietnam, an education that fully develops your inherent abilities."That is the motto:
“If you don’t study hard, you won’t progress. If you don’t progress, you’ll regress”; “If you want to know, you have to compete in studying. Learning never ends. Keep studying to keep progressing. The more you progress, the more you see that you have to study more.”That is the method:
“Learn at school, learn from books, learn from each other and learn from the people.”That is the purpose:
“Study to work, to be a human being, to be a cadre. Never before has it had the foundation, potential, prestige and international position it has today.
Dear comrades, experts, scientists and delegates!The world is undergoing epochal changes, with unprecedented rapid and complex transformations towards multipolarity, multi-center, multi-level and strong lateralization. New productive forces are developing strongly, posing both opportunities and challenges for countries. The Fourth Industrial Revolution, especially artificial intelligence (AI), semiconductor chips, robots, Internet of Things (IoT) technology, etc., is developing strongly and has a profound impact on all fields. In the country, the entire political system is implementing revolutionary strategic decisions on streamlining the apparatus, arranging administrative units, developing science and technology, innovation, national digital transformation, and socio-economic development to strive to achieve the GDP growth target of 8% or more in 2025, creating a driving force for double-digit growth in the period 2026-2030.
Our entire Party, people and army are demonstrating the highest determination, making the greatest efforts, promoting all motivations and resources, liberating all potentials, clearing bottlenecks, bringing the country into a new era of development - the era of the Vietnamese people's rise; successfully achieving the goal by 2030, of becoming a developing country with modern industry and high average income; by 2045, of becoming a developed country with high income, following the socialist orientation.
The new context requires new thinking, action thinking, and action resolutions to create breakthroughs in education and training development, contributing to improving the quality of human resources, especially highly qualified human resources in new fields and professions.
The draft document of the 14th National Party Congress identifies the tasks and solutions: Innovating and synchronously perfecting the legal system, mechanisms and policies on education and training development; synchronously implementing the policy of "
standardization, modernization, democratization, socialization and international integration", with a focus on improving the quality of education and training.
On April 25, 2025, the Central Party Office issued Notice No. 177-TB/VPTW, Notice of the Conclusion of General Secretary To Lam at the working session with representatives of the Government Party Committee and Central ministries and branches on the implementation of the Central resolutions on education and training... The Notice clearly stated that it agreed to study and develop a Project to submit to the Politburo for promulgation of a resolution on breakthroughs in education and training development (similar to Resolution No. 57-NQ/TW of the Politburo). This Resolution does not replace existing resolutions, but selects the most key issues and current major bottlenecks to focus on directing, creating clear and specific changes in the field of education and training.
In the article titled “
Lifelong learning”,General Secretary To Lam emphasized:
“We are living in an era where knowledge, understanding and understanding will help people maximize their potential to take advantage of opportunities and effectively respond to challenges for sustainable development; it is also an era where the amount of human knowledge increases exponentially every day. Only when the entire Party, the entire people, the entire army, every household and every individual effectively implement lifelong learning, and build a team of cadres who dare to do, dare to speak, dare to take responsibility and dare to sacrifice, can we firmly enter a new era, an era of development and prosperity under the leadership of the Party.”
With the new context, new requirements, policies, guidelines and directions above; with the meaning and importance of the Workshop, I suggest we focus on discussing the following key contents:
The first, analyze, interpret and deepen the meaning and lasting value of President Ho Chi Minh's thoughts, methods and style on education and training, comprehensive human development, and revolutionary ethics education for cadres and party members.
Monday,Draw valuable lessons from Uncle Ho's thoughts, methods and style on education and training to spread and apply them to management, teaching and learning, aiming to comprehensively develop Vietnamese people in terms of ethics, intelligence, creativity, aesthetics, physical strength, life skills and professional skills. Promote the spirit of self-study and lifelong learning so that each cadre, party member and citizen, especially the young generation, dares to think, dares to speak, dares to do, dares to take responsibility and dares to sacrifice for the common good.
Tuesday,Provide advice and propose solutions to clear bottlenecks and solve the most critical issues in education and training, to advise and advise the Politburo to issue and effectively implement resolutions on breakthroughs in education and training development, creating a revolution in education and training development, bringing the country firmly into a new era.
Dear comrades, experts, scientists and delegates!We believe and expect that, through today's Conference, the values in President Ho Chi Minh's legacy on education and training will spread and transform strongly into the guidelines, policies and practices of organizing and operating Vietnam's education system, contributing to new victories in education and training; contributing to the cause of training and fostering high-quality, highly qualified human resources - the most important resource and driving force to build, develop the country and protect the Fatherland, for a Vietnam.
