Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities) welcomed the international scientists: After 30 years of renovation, Vietnam has developed from the war into a middle-income country, and has achieved great success in economic development. However, there are still many social problems. Without solving the problem of people, other values become meaningless. Since 1995, as a member of the Association of Southeast Asian Nations, Vietnam has committed and made every effort to build the ASEAN community, a community for the people, and strive for a "caring society". I hope and believe that the cooperation between the Vietnamese Psychology community and the region and the world will be consolidated and strengthened to build a more stable and prosperous world.

Prof. Dr. Janel Gauthier (President of the International Association of Applied Psychology) spoke at the conference: When we discussed the next location to hold the regional Psychology conference, we chose Southeast Asia and finally Vietnam. This decision was unanimous among all members of the Executive Board of the Association. Over the past few months, we have seen a lot of hard work and dedication from the participating units in preparing for the conference. The conference figures that Prof. Dr. Pham Quang Minh gave speak for themselves. Not only was the number of scientists attending impressive, but also the number of countries with delegates (35 countries). I have never seen a conference with the goal of capacity building that has so many delegates from so many countries. I appreciate the efforts of the Organizing Committee under the direction of Prof. Dr. Pham Quang Minh. I remember when we first met you in February of the year, we hoped to make this dream come true. I have seen the coordination and mutual trust between the International Association of Applied Psychology and our Vietnamese partners.
