Social mobility of science and technology human resources in the context of international integration: Theory and practice

The monograph: "Social mobility of science and technology human resources in the context of international integration: Theory and practice" is a collection of research results on the issue of social mobility of science and technology human resources from theoretical basis, current status to policy solutions.

The work is researched with the hope of contributing a small part to the completion of the conceptual system of sociology in general and the sociology of science and technology in particular. At the same time, the monograph will provide analysis of the current types of social mobility of science and technology human resources as well as the positive, negative and peripheral impacts of those types of mobility on the development of science and technology and the socio-economic development of the country through a case study of the social mobility of the science and technology community of VNU. From there, policy recommendations are made to orient the "flows" of social mobility for science and technology human resources to contribute to the development of science and technology, avoid wasting brainpower, and increase development resources for Vietnam in the context of international integration.

The book is structured to include the following main contents:

Part OneIntroduce the theoretical basis for studying social mobility of S&T human resources in the context of international integration, focusing on clarifying concepts such as social mobility, S&T human resources, social mobility of S&T human resources, S&T community... as well as theoretical approaches used to study social mobility of S&T human resources such as systems theory, functional-structural theory, conflict theory...

Part TwoFocus on analyzing the phenomenon of social mobility of S&T human resources in some countries in the world. In particular, focus on studying the phenomenon of social mobility with migration (related to "brain drain") of S&T human resources between countries and regions in the world such as ASEAN countries, OECD, Latin America and some countries with specific policies in attracting and managing social mobility of S&T human resources such as the United States, Germany, India.

Part ThreeDescribe the social mobility of science and technology human resources in Vietnam through the analysis of a sociological research result on the social mobility of a science and technology college, the Vietnam National University, Hanoi. Thereby, the specific forms of social mobility of Vietnam's science and technology human resources have been identified and described as: mobility with migration (the phenomenon of "brain drain"); mobility without migration (the phenomenon of "brain drain" in place); mobility in scientific fields; mobility between science and technology organizations; vertical mobility related to changes in administrative positions in science, vertical mobility related to the in-depth development of science... as well as the role of the above types of social mobility in the development of science and technology of science and technology organizations and countries.

Part Fourrecommend policy solutions to effectively promote positive effects, limit negative effects and adjust side effects of social mobility of S&T human resources in the context of international integration. The recommendations are made based on research on experience in policy making for social mobility management of S&T human resources in a number of countries around the world and through analysis of the results of a case study on social mobility of a S&T workforce in Vietnam.
