Workshop “E-Government and Citizen Participation”

On March 6, 2018, the University of Social Sciences and Humanities organized a workshop on “E-government and citizen participation” to discuss the concept, benefits and challenges of e-government with citizen participation in Vietnam today.

Attending the event were Associate Professor Dr. Hoang Anh Tuan (Vice Rector of the University), Professor Detlef Briesen (Justus-Liebig Giessen University) and representative from Heinrich Heine Dusseldorf University - Professor Michael Baurman along with lecturers and students of the University of Social Sciences and Humanities.

Overview of the workshop

Speaking at the opening of the workshop, Associate Professor Dr. Hoang Anh Tuan expressed his joy at welcoming experts from universities to discuss and share issues on e-government. This workshop helps scientists and managers learn from Germany’s e-government development experiences to apply to the Vietnamese e-government model.

Assoc. Prof. Dr. Hoang Anh Tuan delivered the opening speech at the conference.

E-Government was born on the basis of applying information and communication technology (ICT) into the activities of state administrative agencies from central to local levels with the aim of providing better information and services to people, businesses and social organizations. E-Government creates favorable conditions for people to exercise their democratic rights and participate in state management activities.

At the workshop, experts said that the strong development of science and technology in the 4.0 revolution has brought many great development opportunities but also brought many challenges, requiring government agencies, businesses and organizations to pay more attention to developing technology infrastructure, building databases, and applying appropriate information security solutions. The application of information technology in the development of e-government aims to enhance the management and operation capacity of state agencies, while improving the satisfaction of people and businesses with public services to anticipate the development trend of the country.

Professor Detlef from Justus-Liebig Giessen University pointed out four outstanding practical advantages that e-Government brings. These are helping to perfect state policies and laws; providing more complete information in decision-making, policies, laws, etc.; helping the government operate effectively in management and development creation; helping to fight corruption - bureaucracy, building a transparent and accountable government and, most of all, helping to get closer to the people.

In addition, at the workshop, experts also spent time discussing and answering questions about many issues surrounding the experiences of e-government management in Germany - where more than ten years ago, e-government was first introduced and brought about remarkable progress in social management and operation.

Professor Detlef Briesen gave Mr. Hoang Anh Tuan a book on e-Government.

The workshop is divided into 6 sessions, taking place over two days, March 6-7:

  • Session 1: E-Government: Definitions, Benefits and Challenges.
  • Session 2: E-Government: Internet and Democracy.
  • Session 3: Politics and Media in the Online World.
  • Session 4: Participation of citizens and non-state actors in building E-Government.
  • Session 5: The digitalization of administrative services.
  • Session 6: E-Government and issues raising in Vietnam.
