The Institute of Policy and Management was upgraded based on the development achievements of the Center for Policy Research and Analysis (CEPSTA) - one of the centers ranked in the group of research centers and effective training support under the University of Social Sciences and Humanities.
In 1991, with the support of the University of Social Sciences and Humanities, Associate Professor, Dr. Vu Cao Dam founded the "Sociology Research Program on Policy and Science - Technology". After 10 years of operation and development, in 2001, Associate Professor, Dr. Vu Cao Dam coordinated with experts from the Ministry of Science and Technology to organize a Sociology Workshop on the Environment and decided to change the name of the Program to "Sociology Research Program on Environment and Development". By 2007, the program had developed and changed its name to the Center for Policy Research and Analysis, abbreviated as CEPSTA. In 2013, the Institute of Policy and Management was established and by 2018, IPAM was recognized as a key research center at VNU. IPAM is the result of continuous development, growing from a research group, research center, research institute, a think tank in the field of policy and management research, with the dedication of scientists, those who laid the foundation such as Associate Professor, Dr. Vu Cao Dam, Professor, People's Teacher Nguyen Van Khanh, Associate Professor, Dr. Dao Thanh Truong. The birth of IPAM with the combination of training subsystem and research subsystem, will be a typical Think tank model in the field of policy and management. The Institute strives to become a key national research and training place on policy and management.
During its formation and development, the Institute of Policy and Management (IPAM) has achieved remarkable achievements, with many contributions to the development of research activities on policy and management in Vietnam. With these achievements, in February 2021, the Institute of Policy and Management was honored to be among the
Top 2020 Social Policy Think Tanks, ranked 108th and in the Top 2020 Best New Think Tanks of the Think Tanks and Civil Societies Program (TTCSP) - University of Pennsylvania - USA.


Internationalization in research, training and policy consulting activities is of special interest to IPAM and has been proactively developed: The Institute has been building a nearly 20-year cooperative relationship with the Rosa Luxemburg Institute - Germany, increasing international publications in prestigious journals, promoting research activities, training skills and the participation of leading domestic and international experts. The Institute has many scientific and technological products (policy advice, petitions, documents, reference books, etc.) with high application value in Party Committees, central and local ministries and branches, and domestic and foreign scientific and technological organizations. The Institute of Policy and Management is also assigned to be the professional focal point of the Policy Advisory Council of the University of Social Sciences and Humanities (According to Notice No. 727/TB-KH dated March 21, 2019 on the conclusion of the Chairman of the Policy Advisory Council at the Standing Council Meeting in March 2019).
The Institute is also assigned to be in charge of the VNU Journal of Science: Policy and Management Research Journal, attracting many research works and experience exchanges in the field of policy and management of scientists and managers. All articles are openly accessible on the website and have DOI codes so that interested readers can easily look them up. The Journal aims to achieve ACI (ASEAN Citation Index) standards and be present in the entire database of the ASEAN region.
With a vision to become a key research and training center on policy and management, IPAM has many differences from related research centers.
IPAM is the first Institute model under a member school of VNU, (from Research Program - Research Center - Institute), where a strong Research group on policy and management is formed, a key research center of VNU and a think tank in the field of policy and management in Vietnam.
IPAM has a close coordination mechanism with units under the University of Social Sciences and Humanities, VNU, to carry out research - training - policy consulting and management activities since its establishment.
IPAM has established a cooperative network with localities and is a prestigious address assigned by VNU to carry out many research and training activities on policy and management skills; policy consulting with local partners;
IPAM participates in implementing interdisciplinary projects with the participation of many scientists from many countries and from many different fields and scientific disciplines.
In the coming time, the Institute of Policy and Management will continue to implement the strategy of developing strong research groups and Taskforce groups in implementing project topics as a foundation to expand the field of operation; focusing on enhancing the international integration capacity of local human resources.
- IPAM continues to develop a research network with the participation of domestic and international experts to increase resources for implementing activities, and at the same time carry out the process of transferring knowledge (including technology transfer) to local human resources (through TOT activities - training for trainers, networks of each research group, ...). The Institute also continues to propose bidding for key tasks at all levels in the fields of policy and management, and at the same time access resources and investment sources from the partner network of international organizations, businesses and localities.
- IPAM continues to strengthen the establishment of cooperative relationships with agencies under the National Assembly, ministries, branches, localities, and enterprises to provide valuable science and technology products, closely following the practical needs of current policies and management, practically serving the work of policy planning and evaluation at all levels.
- IPAM also enhances key research directions on Public Policy, Public Management, Science and Technology Policy, Science, Technology and Innovation Management and a number of other interdisciplinary research areas on sustainable development and socio-ecological transformation.
The team of scientists of the Institute of Policy and Management - University of Social Sciences and Humanities are leading experts in policy and management in many different fields, especially science, technology and innovation policy, science and technology management with many years of experience and are a team of experts advising and guiding the research and training activities of IPAM. The Institute is also a place that attracts researchers, experts and science and technology organizations to work.
In addition, the Institute of Policy and Management also builds research and training cooperation relationships with research centers, strategy and policy institutes, policy training organizations, technology enterprises, technology parks, domestic universities such as Strategy and Policy Institutes of Ministries; Academy of Science and Technology and Innovation, Ministry of Science and Technology; Ho Chi Minh National Academy of Politics; National Academy of Public Administration; Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Institute for Legislative Studies, National Assembly Standing Committee; Hoa Lac High-Tech Park, Institute of Workers and Trade Unions under the Vietnam General Confederation of Labor, etc., associations (Hanoi Association of Small and Medium Enterprises) and a number of other partners. The Institute also coordinates with the VNU Scientists Club to organize research and cooperation activities to meet the socio-economic development needs of localities (Ha Giang, Ca Mau, Thai Binh) in the period of 2022 - 2023.

During the period 2017 - 2022, the VNU-Hanoi Key Research Center - Institute of Policy and Management has published many international publications in journals/publishers in the WoS/Scopus database, and the works in domestic scientific journals are all of good quality, having an impact in the field of management and policy. In particular, the book "Perspectives on Vietnam's science, technology, and innovation policies" published by Palgrave Macmillan is considered one of the first few international publications of a general nature on the science, technology and innovation system in Vietnam. The book brings readers closer to valuable theoretical and practical information, which is of practical significance for policy making and management in this field. The Institute is also the unit chosen by international scholars to participate in writing the book chapter on Research Management and Administration in Vietnam in the publication The Emerald Handbook of Research Management and Administration around the World scheduled to be published in 2023.
The Institute of Policy and Management has organized about 50 training courses on Policy Analysis and Planning Skills, Policy Appraisal Skills, Leadership and Management Skills for officials of Central Offices, Office of the National Assembly; officials of the Fatherland Front, People's Councils of Quang Ninh, Kon Tum, Hai Phong, Hanoi, Dak Lak, Lam Dong, Dien Bien, Bac Kan, Thai Binh, Can Tho, Quang Binh, Ha Giang, Ca Mau provinces... The training courses have received positive feedback, contributing to improving the effectiveness of management, policy planning and evaluation at the local level.

In the period of 2017-2022, the Institute of Policy and Management has implemented 09 ministerial and state-level projects. Currently, IPAM is implementing specific tasks such as: "Research and develop a set of Vietnam National Geographic: Administrative Volume" under the National Special Science and Technology Task: "Research and develop a set of Vietnam National Geographic"; State-level project on "Social governance for changes in the lifestyle of workers in industrial parks in the context of the 4.0 Industrial Revolution", State-level project on "Research on forms of training and retraining for workers in the textile and footwear industry affected by technological innovation in the context of the 4.0 Industrial Revolution" and a series of annual tasks assigned by VNU.
Also during this period, the Institute signed and implemented about 15 international projects on policy topics, sustainable development and socio-ecological transformation with foreign partners such as the Rosa Luxemburg Institute, Germany, the Summernet network, etc. The Institute also participated in the role of a think tank in Vietnam in the project "Mekong Thought Leadership and Think Tanks Network (Mekong Think Tanks)" under the Mekong Australia Partnership - Water, Energy and Climate (MAP-WEC) Program, the Australian Department of Foreign Affairs and Trade (DFAT) from 2022 to present. The Institute has organized 13 domestic and international seminars and workshops within the framework of the above cooperation project topics. The Institute also participates in consulting on socio-economic development strategies, especially science and technology development strategies for localities: Lao Cai, Yen Bai, Son La, Lang Son, Ha Nam, Phu Tho, Quang Ninh, Thanh Hoa, Nghe An, Ca Mau.
