Strengthening administrative reform capacity for officials and employees of the Ministry Block

On May 11, 2022, the Trade Union of the University of Social Sciences and Humanities organized a training conference to enhance administrative reform capacity for officials and employees of the Department Block.

The training course aims to help civil servants and officials of the School's Headquarters improve their leadership and implementation capacity, contributing to improving the quality of administrative reform in the locality, building a professional and modern administration to serve the School.

In his opening speech, Prof. Dr. Hoang Anh Tuan emphasized the importance of continuous administrative reform, considering this a major issue in building a competent and effective administrative apparatus. Over the past years, the University of Social Sciences and Humanities has carried out administrative reform in many areas.

The reform must have a specific and synchronous plan for each individual and each unit of the School to implement. Accordingly, the Principal highlighted 6 basic tasks in administrative reform: creating connectivity between individuals and organizations, creating solutions to change administrative reform, building and improving the quality of the administrative apparatus, reviewing the use of the workforce in terms of expertise, profession and skills, ensuring effectiveness in administrative reform, building long-term and medium-term plans for each individual and unit.

After the opening, delegates listened to a number of presentations:

The presentation "Promoting the spirit of creation and service in the administrative activities of the Faculty of Social Sciences and Humanities, VNU" by Associate Professor, Dr. Lai Quoc Khanh (Vice Rector of the University) mentioned the following contents: state theory on development creation, Vietnam's viewpoint on the creation and service administration. Thereby, the presentation raised suggestions on promoting the spirit of creation and service, aiming to create a development creation administrative apparatus at the University.

Ms. Vu Thi Ha (Deputy Head of Administration and General Department) presented a paper on “Implementing the ISO 9001:2015 project at the University of Social Sciences and Humanities”. The paper pointed out the importance of applying the ISSO 9001:2008 project in contributing to building a scientific and rigorous management system that has been internationally recognized. Up to now, the University has developed and issued ISO documents: Quality manual, quality policy, general procedures and 52 work handling procedures at units under the Department. Faced with some shortcomings in the application of procedures at the University, the paper emphasized the need for a change in awareness and self-innovation in ISO implementation of each unit, and facilitation from the University's Board of Directors for ISO implementation activities to be effective and continuous.

After two presentations, the delegates listened to some discussion opinions from representatives of the functional departments of the School Board. The discussion also contributed to strengthening the connection and sharing between the functional departments of the School Board to suggest practical administrative reform solutions.
