According to the report, doctoral training activities at the University of Social Sciences and Humanities are carried out according to the regulations, rules and guidelines of the Vietnam National University, Hanoi. Based on the guidelines on enrollment of the Vietnam National University, Hanoi, the school develops quotas for each training major. Annually (twice a year), the school announces enrollment on the school's official website; organizes the review of applications and professional assessment of candidates according to regulations.
In recent years, the number of doctoral students enrolled at the University of Social Sciences and Humanities has always been at the top among the member schools of the Vietnam National University, Hanoi. The school currently has 31 doctoral training majors. Some majors have attracted more candidates in recent years than others, such as International Relations, Political Science, Tourism Studies... On the contrary, some majors have not really attracted candidates such as Han Nom, Archaeology, Anthropology, Historical History and Historical Materials...
Each training major is built on different characteristics, to ensure good quality output standards. In addition to organizing teaching, courses, organizing the assessment of outlines and topics related to doctoral theses of doctoral students, specialized training units under the school are also responsible for creating conditions for doctoral students to complete many other activities such as: professional activities, participating in scientific research topics...
However, the number of graduate students who complete the training program and defend their thesis within the standard 3-year period is not much (10%), most of them within 5 years (80%), a small number are returned to their work agency (10%).
The Principal of the University of Social Sciences and Humanities said that in recent times, the university's postgraduate training, including doctoral training, has always developed steadily, ensuring quality.
The school has implemented many solutions to ensure the quality of doctoral training, provide society with high-quality human resources, and contribute to promoting the development of the socio-economy.
Prof. Dr. Hoang Anh Tuan, Principal of the school, affirmed: "Doctoral training is the final step in training high-quality human resources. The consistent viewpoint of the University of Social Sciences and Humanities is: Academia is the foundation but modernity is the trend. With such a spirit, over the past time, postgraduate training, including doctoral training of the school, has always developed steadily, ensuring quality".
From training practices as well as related to the implementation of policies and laws on doctoral training at the facility, the University of Social Sciences and Humanities has a number of proposals and recommendations.
Firstly, in the past 5 years, the Ministry of Education and Training has twice adjusted the regulations on doctoral training with Circular 08/2017/TT-BGDDT in 2017 and Circular 18/2021/TT BGDDT in 2021. These two circulars have different regulations on the output standards of doctoral students, leading to certain difficulties in the training organization process. The school recommends that the promulgation of new regulations on doctoral training should be inherited and developed, with a roadmap suitable to the social context.
Second, there needs to be a stricter and more effective quality control policy, ensuring the quality of doctoral training, creating a serious academic environment, and healthy competition among doctoral training institutions in the context of strong autonomy.
Standing Member of the Committee on Culture and Education, Associate Professor, Dr. Bui Hoai Son asked questions about doctoral training at the University of Social Sciences and Humanities.
Speaking at the meeting, Vice Chairwoman of the Committee for Culture and Education Nguyen Thi Mai Hoa acknowledged the training effectiveness of the University of Social Sciences and Humanities in recent times, which has greatly contributed to the training of high-quality human resources in the social sciences and humanities sector for the country.
Deputy Director Nguyen Thi Mai Hoa said that training high-quality human resources in general, and doctoral training in particular, faces many advantages but also many difficulties and challenges. The sharing and recommendations at the working session will be studied and accepted by the Supervisory Delegation, on that basis contributing to perfecting the system of policies and laws on doctoral training.
