General introduction

History of formation

The Institute of Policy and Management (IPAM) was established on the basis of inheriting the achievements of more than 15 years of development of the Sociological Research Program on Environment and Development, the Center for Policy Research and Analysis (CEPSTA), with the functions of research, training, consulting, and networking of "strategic ideas and thinking". IPAM operates according to the modelthink tankwith the function of linking training and research, developing the policy and management science sector in Vietnam as well as expanding the network of policy organizations, participating in regional and international forums, becoming a focal point, a place to gather resources in the field of policy and management.

The Center for Policy Research and Analysis (CEPSTA) was formerly known as “Sociology of Policy and Science – Technology Research Program"operating mainly in the field of Policy is a unit of the University of Social Sciences and Humanities, Hanoi, established in 1991 by prestigious and famous professors and doctors in the National University. After 10 years of operation and development, the Program was renamed "Research Program in Sociology of Environment and Development”. In 2007, the Program evolved and changed its name toCenter for Policy Research and Analysis, abbreviated as CEPSTA (The Center for Policy Studies and Analysis) according to Decision No. 775 QD/XHNV – TC dated March 16, 2007 of the President of the University of Social Sciences and Humanities, Hanoi.

In more than 15 years of development, IPAM has achieved fundamental achievements in research and training activities, contributing to the development of the Policy Science sector and initially forming a network in the policy field in Vietnam:

• Implement topics, plans and projects in the field of policy and management.
• Organized more than 40 training courses on policy analysis and planning skills in localities and annual training courses on policy analysis, planning and appraisal skills for staff of the National Assembly office.
• Signed cooperation agreements with many domestic agencies and units such as the Office of the National Assembly, the Ministry of Science and Technology, the Vietnam Chamber of Commerce and Industry (VCCI)... and foreign agencies such as Lund University (Sweden); Potsdam University, Greifwald University, Munich University (Germany), Helmholtz-Center for Environmental Research (UFZ), Germany...
• Publish many publications and documents on policy and management to serve the policy making process, research and training in the field of policy and management.

Originating from an effective research and training support center under the Hanoi University of Social Sciences and Humanities, the Institute of Policy and Management was established as it is today thanks to a great effort from the founders, the support of the University's Board of Directors and domestic and foreign partners. On the basis of the Center for Policy Research and Analysis, the Institute of Policy and Management (IPAM) was officially established under Decision 876 QD/XHNV-TC dated April 16, 2013 of the President of the University of Social Sciences and Humanities.

Function

The Institute of Policy and Management has the function of training, researching and consulting in the field of policy and management (education policy, science & technology and innovation policy; creative startup policy, regional development policy, science & technology human resource development policy, science & technology management issues, etc.); forecasting socio-economic policy issues, changing trends and proposing development policies for organizations. IPAM provides information and consulting services on policy and management issues, designs and builds specialized seminar programs, organizes joint service activities, and cooperates according to social requirements in accordance with the provisions of law.

Mission

The Institute of Policy and Management (IPAM) has the mission of training, developing and providing high-quality human resources in management and policy research and analysis, development management according to the motto: "Idea - Perception - Innovation" (Think tank - Perception - Innovation); is the focal point for connecting and gathering the network of policy organizations in Vietnam.

Vision

As a typical "Think tank" model in the field of policy and management, the Institute strives to become a key national research and training center on policy and management, quickly integrating and developing to reach international standards, contributing to the development of policy and management science in Vietnam by 2025.
