The conference listened to the representative of the Administration - General Department, MSc. Nguyen Van Thuy, present the action plan for November 2024, noting some key contents: Organizing the Party work conference, building a plan for the Party cell congress towards the School Party Congress for the term 2025-2030; Labor evaluation and classification, annual salary increase and early salary increase; Recruiting civil servants and contract workers; Organizing the Vietnam Teachers' Day Ceremony on November 20; Organizing activities to welcome new students and the School Youth Union for the term 2024-2027; completing the second round of postgraduate enrollment and organizing the postgraduate opening ceremony.
The Head of the Administration and General Department also informed: At the end of October, the contractor officially implemented the items of the Project to renovate the facade of Building C and the road from the school gate to the yard of Building E. The repair work will inevitably cause inconveniences, affecting the travel, teaching and learning activities of teachers and students. Therefore, we hope that the heads of the units will inform the staff and students to share, overcome difficulties, and create conditions for the contractor to complete the Project on schedule and achieve the highest quality.
MSc. Nguyen Van Thuy informed: The celebration of Vietnamese Teachers' Day of the University of Social Sciences and Humanities is scheduled to be held on Sunday, November 17.
Dr. Ngo Thi Kieu Oanh (Deputy Head of the Organization and Personnel Department) emphasized a number of key tasks in Party and trade union work: Party cells should pay attention to the work of developing Party members, include it in the monthly meeting content of the Party cell, regularly review, to ensure the official transfer of Party members to the Party on time for probationary Party members, promptly propose outstanding people to have a training plan, and raise awareness about the Party. In November, the Trade Union will launch a writing contest with the theme "The Teacher in Me" towards the 80th anniversary of tradition and 30th anniversary of the establishment of the University of Social Sciences and Humanities. Dr. Dao Minh Quan (Director of the Center for Communications and Information Technology) discussed the need to build a digital competency framework and enhance innovation, improve the capacity to apply information technology in teaching activities for the teaching staff to keep up with the current strong digital transformation trend, especially in the context of artificial intelligence (AI) developing very rapidly, being applied to all aspects of social life and having a strong impact on the training of the School. It can be seen that the proportion of subjects using the Essay exam format is still very large (about 30-35%), which leads to the risk that teachers can grade papers done by AI instead of students. This reality poses an urgent need for adjustments to the form of testing and assessment to suit the reality and the capacity of students. In addition, the School currently does not have a strong mechanism and policy to support lecturers in applying information technology in developing electronic lectures and innovating teaching methods, leading to a low rate of electronic lectures and online teaching courses. This requires the School to pay more attention to this work in the coming time.

Agreeing with Dr. Dao Minh Quan's point of view, Associate Professor Dr. Do Van Hung (Head of the Faculty of Information and Communications) said: The discussion to collect opinions on the Digital Competency Framework drafted by the Ministry of Education and Training was very successfully held at the University of Social Sciences and Humanities in early November. Soon, the Circular on the Digital Competency Framework for learners at all levels will be issued, in which the digital competency of students upon graduation is required to be quite high to meet the requirements of the global labor market. Thus, the requirement to foster digital competency for the teaching staff is urgent and immediate. Associate Professor, Dr. Do Van Hung shared more: From 2024-2026, Meta Group will continue to sponsor the School to implement the project on artificial intelligence. Within the framework of the project, we will organize many AI courses for the teaching staff, equipping them with the most basic knowledge on the basis of which the lecturers will continue to develop their digital capacity. The Faculty of Information Technology and the Project Management Board are ready to accompany the teachers to organize truly valuable courses.

Dr. Nguyen Ngoc Binh also shared his concern: the requirements for output standards for foreign PhD students need to be more specific. According to Clause 3, Article 18 of the current Regulations, PhD students must have international publications written in a foreign language. So how is the concept of "foreign language" here understood correctly for foreigners? In reality, for foreign PhD students (for example, Chinese PhD students studying at the Faculty of Linguistics), the publication of It is really difficult to publish an article in a professional journal in Vietnam, so does their work in a journal in China count?

Associate Professor, Dr. Tran Kim Oanh (Head of the Department of Religious Studies) expressed his wish: When the School issues regulations and decisions related to training and scientific research, it should be accompanied by specific guidance documents to avoid inconsistent understanding among units, leading to incorrect or incorrect implementation.

In response to concerns from representatives of some units, Head of Training Department, Associate Professor, Dr. Bui Thanh Nam shared: in the training regulations, the output standards for doctoral degrees are applied in general, without distinguishing between domestic and foreign PhD students, and there is no requirement to publish articles in Vietnamese specialized journals in Vietnam. Because PhD students are studying in Vietnam, the language used is Vietnamese while the international publication regulation is "in a foreign language". Therefore, they can completely publish articles in China, written in Chinese, which meets the output standards for international publication. Thus, this regulation is not difficult, but can be an advantage for foreign PhD students. Associate Professor, Dr. Bui Thanh Nam also noted: in the implementation process, if there are any unclear contents, or concerns or problems, the units should discuss directly with the functional department to resolve them together, avoiding affecting the rights of learners.

Representative of the Department of Politics and Student Affairs, Dr. Dinh Tien Hieu said that all units have completed the survey of students' employment after graduation, this will be an important basis for the School to calculate enrollment targets for the next school year. Principal Hoang Anh Tuan acknowledged and congratulated the achievements of the school's lecturers and students in the first two months of the new school year, and shared: According to the announcement of the State Council of Professors on the list of qualified candidates for the title in 2024, the University of Social Sciences and Humanities has 2 scientists qualified for the title of professor, 2 scientists qualified for the title of associate professor. In addition, in 2024, VNU-USSH will attract many high-quality staff to work at the school.
Concluding the November meeting, Principal Hoang Anh Tuan emphasized a number of key tasks:
- Request all Party cells to seriously carry out Party work according to the principles of democracy, transparency and in accordance with regulations.
- Recruitment and admission work is carried out in accordance with regulations, attracting and selecting responsible staff with good professional capacity to work at the School.
- Promote the application of modern technology in innovating teaching methods; train, educate, and improve technological capacity for teaching staff; develop electronic lectures, and digitize learning materials.
- Training is carried out according to the Conclusion at the Training Conference held on November 2 and 3, 2024, with special attention paid to innovating the form and quality of inspection and evaluation work.
- Implement the compilation and publication of textbooks and publications to celebrate the 80th anniversary of the School's tradition on schedule, with high quality, contributing to the dissemination of cutting-edge knowledge, while honoring and expressing gratitude for the contributions of scientists and veteran staff.
- Complete the plan to organize events in November according to the motto of solemnity, warmth, economy and efficiency.
- Heads of units encourage staff and lecturers to continue proposing topics and initiatives to improve quality.
