After listening to the opinions exchanged and discussed at the Conference on the following contents: (1) Report on the implementation of work in February 2025 and Work plan for March 2025; (2) Exchange and discussion of units and functional departments; (3) Opinions of Vice Principals; The Principal concluded:
1. Party work, organization, cadres
- Party cell congress:It is recommended that Party Cell Secretaries focus highly and direct the organization of Party Cell Congresses well, ensuring the procedures, conditions and standards according to regulations.
- Restructuring and streamlining the apparatus:Implementing the direction of the superiors, the School is restructuring, arranging, and streamlining the apparatus, ensuring the requirements of quantity and quality, and following the correct procedures. The restructuring roadmap will continue to be implemented in different stages to ensure the maintenance of harmony, stability, and response to the policies and guidelines of the Party and the State in the context of university autonomy. Units are requested to stabilize soon, deploy work according to plan, and ensure targets. The School will send documents assigning specific task targets (KPIs) to the units. Heads of units will inform officials and employees to clearly understand the standard regulations that need to be implemented and the School's incentive, support, and reward policies.
- Adjusting the School Development Strategy: Based on the documents of the Party and the State, in the coming time, the School will adjust the School's development strategy to suit the new situation, with special attention paid to training and developing high-quality human resources. The School continues to implement the policy of attracting high-quality human resources to work at the School, arranging and assigning them in accordance with the capacity/strengths of the staff/workers.
- Job position proposal:Along with restructuring and reorganizing the apparatus, the issue of streamlining the payroll and cutting down on employees is a requirement that needs to be implemented. It is recommended that heads of units coordinate to review, develop and adjust work handling procedures to suit reality, in accordance with regulations/statutes, ensuring efficiency and systematization with the Job Position Project. Assign the TCCB Department to continue working with VNU and units to review and complete the Job Position Project of the University.
2. Training
- Admission:Follow the rules and follow the roadmap.
- Industry/specialization planning:Based on the regulations of the Ministry of Education and Training and the policies of VNU, it is recommended that units proactively research and propose majors/specializations that are suitable to resources and social needs. It is recommended that the Faculty of Oriental Studies urgently develop a project to plan the Chinese Studies major to ensure the overall progress of the University.
- Postgraduate training management organization:Urgently complete and implement centralized and unified management of postgraduate training to improve quality, reduce administrative procedures for learners, and reduce administrative tasks for lecturers.
- Academic advisor, homeroom teacher:Based on the general budget allocated by the School, units proactively arrange and assign human resources to take on the positions of academic advisors and homeroom teachers (if needed).
- Internationalization and technology:+ Internationalization: Heads of units are requested to fully inform teaching staff about the internationalization targets in training of each major (each major must have at least 30% of subjects taught in a foreign language) and strictly implement them starting from 2025.
+ Technological training: Heads of units are requested to actively and strongly implement the policy of developing and implementing electronic lectures to ensure the potential and strengths of the units, reducing the teaching hours for lecturers. Along with the enhancement of technology in teaching, supporting and serving activities such as management and inspection must also be innovated accordingly.
3. Scientific research management
- Project of Social Sciences and Humanities Library:Request units to proactively resolve issues within their scope and conditions (Open letter, Official dispatch). For issues requiring support from the School, proposed units, the Research and Development Management Department will receive, synthesize, and submit to the Board of Directors for consideration and approval.
4. Financial work:Continue to develop training programs that collect tuition fees according to the economic and technical standards.
5. Other areas:Implement according to the issued plan.
The Board of Directors is requested to regularly urge and direct work areas, strengthen inspection work, and report to the Principal on the implementation of plans and tasks in the areas under their responsibility. The functional departments are requested to proactively implement and ensure time, especially for key activities.
Heads of units are requested to widely inform and implement the Principal's conclusions at monthly meetings seriously, fully and on schedule.
The conference announced decisions on the arrangement of organizational structure and leadership and management personnel to meet the school's development requirements in the new context.
