I. GENERAL INFORMATION ABOUT VIETNAMESE POLITICAL GROUPS, RULE OF LAW AND RELIGION
1. Development process
On September 7, 2016, Hanoi National University issued Decision No. 2635/QD-VNU on recognizing strong research groups and potential research groups at Hanoi National University level, including the strong research group on Religion and Rule of Law led by Prof. Dr. Do Quang Hung.
On April 18, 2019, the University of Social Sciences and Humanities issued Decision No. 1062/QD/XHNV-KH on the appointment of Co-Head of the Strong Research Group at the Vietnam National University, Hanoi. Accordingly, Dr. Nguyen Duy Quynh, lecturer at the Faculty of Political Science, was appointed as Co-Head of the Strong Research Group on Religion and the Rule of Law.
On January 11, 2023, Hanoi National University issued Decision No. 74/QD-VNU on recognizing the research group of Hanoi National University-level Strong Research Group on Vietnamese Politics, Rule of Law and Religion under the University of Social Sciences and Humanities led by Associate Professor, Dr. Pham Quoc Thanh, Head of the Faculty of Political Science.

3. Scientific and technological achievements of the Team Leader
Assoc. Prof. Dr. Pham Quoc Thanh has held the positions of Deputy Head of the Department of Vietnamese Politics, Head of the Department of Ho Chi Minh Studies, Deputy Head of the Faculty of Political Science and is currently Head of the Department of Political Science and Ho Chi Minh Studies, Head of the Faculty of Political Science, University of Social Sciences and Humanities, Vietnam National University, Hanoi. Up to now, Assoc. Prof. Dr. Pham Quoc Thanh has chaired 02 State-level projects, is the head of 01 Hanoi City-level project, 01 Hanoi National University-level project, and has participated in 06 State-level projects as Deputy Head, main member, member, and scientific secretary.
In the past 5 years, Associate Professor, Dr. Pham Quoc Thanh has participated in editing/co-editing/co-authoring 11 monographs and reference books, co-editing 03 books published abroad, including 02 monographs published by publishers of the Top 200 Universities in the world according to THE rankings; published 10 articles, book chapters in the WoS/Scopus system, more than 15 scientific articles in prestigious domestic scientific journals and many other reports at domestic and international scientific conferences.

II. OUTSTANDING RESEARCH ACHIEVEMENTS OF THE STRONG RESEARCH GROUP ON VIETNAMESE POLITICS, RULE OF LAW AND RELIGION
1. Phase 2016-2019
During the period 2016-2019, the Strong Research Group on Religion and the Rule of Law achieved remarkable results:
* Publishing and announcement:
+ 02 articles printed in France (01 article in a book chapter), 08 articles published in domestic magazines.
+ 02 book translations on religion and security, security and religion in China.
+ 01 monograph on IS State (250 pages).
* Conduct research:
+ 03 State-level topics.
+ 02 Branch topics (Ministry level) belonging to State level topics.
+ 02 topics at Hanoi National University.
* Participate in training activities:
By 2018, 07 short-term training courses (equivalent to 7 years) on religion and the rule of law had been organized (this activity existed before the Group was established). With over 400 students trained and certified from many departments and branches related to religious work of the Party and State, as well as scientists and lecturers from universities related to religious studies. Members of the Group participated in training 8 postgraduate students.
* Organizing scientific seminars and workshops:
- Organize an international meeting at the University of Social Sciences and Humanities with the theme of 12 years of reviewing the Religion and Rule of Law program. The above-mentioned religion and rule of law program also attracted the attention and appreciation of international partners and friends (USA, France, Germany, ... and Southeast Asian countries).
- At the end of 2018, organize an international conference with the theme of Religion and Economy in the Southeast Asian context.
- April 2019, organized an international workshop on the implementation of the law on beliefs and religions in Vietnam today.
- In November 2019, an international scientific conference was held with the theme Secularism – Secular state.
2. Phase 2020-2023
- The group has had 03 international conferences under the international cooperation research program: Religion and economy (2019-2020); secularity in Vietnam and Southeast Asian countries; International conference on implementing the Law on Belief and Religion in Vietnam in the first years (book published in 2020)
- The group is editing and preparing to publish the monograph Religion and Rule of Law in Vietnam and Southeast Asia (expected to be bilingual in English-Vietnamese) by 03 authors including Prof. Dr. Do Quang Hung and 02 international scholars from Brigham Young University (USA), Prof. C. Durham and Prof. B. Scharffs. This special book is published to summarize 10 years of cooperation in researching religion and rule of law in Vietnam and around the world.
- The group has published 04 international articles in the WoS/Scopus category.
- The group has published 09 book chapters in a monograph listed by publishing houses in the top 200 universities in the world.
- The group has participated in consulting on religious belief laws and issues related to the implementation of religious belief laws in Vietnam.
III. FOCUS ON RESEARCH
In the coming time, the Research Group will focus on some key contents:
+ International experience in building political systems, political institutions, political models and reference values for Vietnam.
+ Overall model of Vietnam's political system, decentralization and delegation of power mechanism of Vietnam's political system.
+ The popular ruling model and ruling party in the world and reference value for Vietnam.
+ Issues related to building a rule of law state, international experience in building a socialist rule of law state of the people, by the people, for the people.
+ Social supervision and criticism activities of the Vietnam Fatherland Front.
+ Model of grassroots political system.
+ Basic issues of religion and religious law.
+ Perception of the Communist Party of Vietnam and the Socialist Republic of Vietnam on political innovation, rule of law and religion.
+ International experience in resolving the relationship between Market Economy – Rule of Law State – Democracy.
+ Summarize research results to form policy advisory reports related to politics, religion and rule of law to send to Party, State agencies and socio-political organizations.
IV. SPECIFIC GOALS IN THE NEXT 3-YEAR PERIOD
In addition to continuing to promote the research results in the past time, with the investment of Hanoi National University and support from the University of Social Sciences and Humanities, the group has determined specific goals for the next 3 years:
- Strengthen and promote the role of a strong Research Group on Vietnamese politics, rule of law and religion in the direction of researching theoretical and practical issues related to Vietnam and the Southeast Asian region.
- Open a training program for experts on religion and the rule of law at the University of Social Sciences and Humanities to meet the needs of research, teaching, knowledge dissemination and especially to improve the effectiveness of state management of religion and belief.
- Continue to develop relationships with traditional partners (from the US, Russia, Germany, Korea, Southeast Asia, etc.) combined with expanding cooperation with new foreign partners (such as India, Mexico, Italy, etc.) to coordinate the implementation of international topics, projects, and seminars.
- Build cooperative relationships with agencies and departments from central to local levels in Vietnam.
- Have at least 05 research results published in journals in the WoS/Scopus category and 10 publications uploaded in prestigious domestic journals.
- Have at least 02 policy advisory reports sent to Party, State agencies and socio-political organizations.
+ Published 02 monographs in Vietnamese and 01 book in English.
+ Develop and implement at least 01 project at the ministerial level or higher.
- Support the training of at least 03 PhD students and 05 master's students to access and use the documents and research results of the Group to form in-depth research directions in the fields of political science, Party building, public policy, religious studies, international relations, sociology, cultural studies, etc.
- Continue to delve into theoretical and practical trends in politics, the rule of law and religion, specifically issues of political systems, political institutions, political models, governance models, basic issues of religion, religious law, and secular state models.
- The group plans to develop and propose the implementation of a religious demographic program. This is a program of political and social significance that is essential for the completion of many related social and religious policies in Vietnam.
- The group also continues to think about building and proposing some more specific topics related to the above issues in the coming time.
