Conference to disseminate Resolution of the 12th Central Committee, Session 6

The Party Committee of the University of Social Sciences and Humanities held a Conference to disseminate the Resolution of the 12th Central Committee, Session 6, on March 15, 2018 with the participation of comrade Nguyen Van Kim (Secretary of the Party Committee of the University), comrade Pham Quang Minh (Deputy Secretary of the Party Committee of the University) and comrades in the Standing Committee of the Party Committee, members of the Party Committee of the University, members of the Inspection Committee of the Party Committee of the University, and Party cells.

The conference listened to Party Secretary Nguyen Van Kim give an overview of the 6th Conference of the 12th Party Central Committee. Accordingly, the 6th Conference of the 12th Party Central Committee, held from October 4-11, 2017, discussed and decided to issue very important resolutions and conclusions.

Comrade Nguyen Van Kim (Secretary of the School Party Committee) introduced the 6th Central Party Conference, 12th tenure and 04 Resolutions issued at the Conference.

Comrade Nguyen Van Kim emphasized that the four Resolutions issued by the 6th Central Party Conference are important decisions of the Party, addressing many broad and important issues of the country, both fundamental and urgent, and are the concretization of the key tasks set forth by the Resolution of the 12th National Party Congress.

The conference objectively assessed and recognized the socio-economic achievements in recent times, especially the journey of international integration and innovation from 1986 to present. Looking back at the implementation of the country's socio-economic targets in 2017, all 13 strategic plan targets set by the Party Central Committee were exceeded. That brought confidence, excitement, and affirmed the Party's leadership role in the country and the correctness of the proposed strategy.

Also in 2017, the country's economic growth rate reached 6.81 percent, exceeding the target submitted to the National Assembly, the highest economic growth rate in the past 10 years. Average income per capita reached 53.5 million VND/year, equivalent to 2,385 USD, an increase compared to 2016. Vietnam's competitiveness also increased by 5 ranks, ranking 55th out of 137 countries. The World Bank assessed Vietnam as one of the countries with a favorable business environment, ranking 68/190 countries. Vietnam's sustainable development index increased by 20 ranks, ranking 68/157 countries. The country's foreign exchange reserves were the highest ever, reaching 53 billion USD. In 2017, Vietnam was the destination of nearly 13 million international tourists.

Based on the summary of growth indicators of 2017, the Party Central Committee discussed and approved 4 Resolutions: Resolution No. 18-NQ/TW on“Some issues on continuing to innovate and reorganize the political system to be lean, effective and efficient”; Resolution No. 19-NQ/TW “On continuing to innovate the organization and management system, improving the quality and efficiency of public service units"Resolution No. 20-NQ/TW“On strengthening the work of protecting, caring for and improving people's health in the new situation”Resolution No. 21-NQ/TW“On population work in the new situation”.

In particular, Resolution No. 18 mentions the requirement for the entire Party to seriously implement the principle of the Party's unified leadership, building and managing the organizational apparatus of the political system in order to properly and fully promote the leadership role of the Party, the management of the State and the mastery of the people. In particular, attention must be paid to ensuring innovation, implementing in a comprehensive, systematic, synchronous, interconnected manner, harmoniously combining stable inheritance with innovation and development, strongly and positively innovating, but not rushing from one extreme to another, not being pessimistic when facing many complex difficulties. Linking innovation of the organizational apparatus with leadership methods, streamlining the payroll, reforming salaries, and harmoniously handling the relationship between the state - market - society.

Next, the Conference listened to comrade Ngo Thi Kieu Oanh (Standing Member of the Party Committee, Head of the Party Committee's Inspection Committee) introduce and disseminate the content of Resolution No. 19 "On continuing to innovate the organization and management system, improving the quality and efficiency of public service units".The basic content of the Resolution is to promote socialization, especially in non-public sectors and sectors, mobilize and effectively use all resources for investment in healthy market development, serve public service, and ensure fairness and equality between public and non-public service units.

Next, the Conference listened to comrade Dang Thi Thu Huong (Standing member of the School Party Committee) introduce and disseminate the Propaganda plan on seas and islands in 2018.

The delegates discussed how to effectively apply the conclusions and contents of the resolution to the activities of the School Party Committee in the coming time.

At the end of the Conference, Comrade Nguyen Van Kim spoke, highly appreciating the spirit of discussion and serious implementation of the Resolutions of the 6th Congress, Session XII, by the Party members. He suggested that the delegates carefully study these Resolutions and convey and spread them to Party members throughout the Party Committee, thereby raising awareness and promoting action. The spirit of the Resolution will be applied to the overall planning at two levels: the School Party Committee and Party cells, effectively and practically integrating them into the diverse professional and technical activities of the School Party Committee.
