In the past term, the Party Committee of the University overcame many difficulties and challenges due to the complicated and unpredictable developments of the Covid-19 pandemic, the leadership of some key positions had many fluctuations; the construction and development of the University according to the research-oriented university model encountered many difficulties; the requirement for university autonomy posed great challenges for the field of basic sciences; the pressure of competition in domestic and international higher education was increasingly fierce...
In order to strongly promote the leadership role of the Party, comprehensively innovate all aspects of work, affirm the national and international position, contributing to the development of VNU and the country in the new period, the Party Committee of the University has passed 05 important Resolutions:
1. Resolution No. 156-NQ/DU dated January 21, 2021 on Enhancing the leadership role of Party committees and the effectiveness of inspection and supervision activities;
2. Resolution No. 458-NQ/DU dated November 29, 2021 on Improving the operational efficiency of the organizational apparatus and developing a team of scientific staff to meet the requirements of an innovation-oriented research university;
3. Resolution No. 591-NQ/DU dated March 31, 2022 on Comprehensive innovation of training to meet the requirements of the high-quality labor market and financial autonomy;
4. Summary of Resolution No. 592-NQ/DU dated March 31, 2022 on Developing high-quality scientific products and policy consulting, a set of outstanding products of the University of Social Sciences and Humanities;
5. Resolution No. 590-NQ/DU dated March 31, 2022 on Strengthening and effectively using financial resources, facilities and building and implementing development plans in Hoa Lac.

Based on the resolutions and conclusions of the Party Committee, the Board of Directors develops a work plan and deploys the organization to successfully implement the assigned political tasks.
1. Political and ideological education work: strengthen solidarity, mobilize all resources to build and develop the School.The School Party Committee actively leads and directs political and ideological education through many forms, associated with Party building work, aiming to strengthen solidarity and create motivation to build and develop the School.
The Party Committee proactively builds, issues and organizes the implementation of specialized Resolutions and Conclusions; thoroughly resolves many outstanding issues related to organizational work, cadres, and perfecting the Party organization, creating unity and consensus throughout the Party.
This is also an important basis for the School to gather and mobilize all endogenous resources, attract exogenous resources, create a combined strength to consolidate stability, and promote the School's development.
During the past term, the Party Committee and socio-political organizations of the School achieved many achievements and were rewarded in many forms.
2. Innovation in staff organization towards modern research universityWith the requirements of developing the School, the Party Committee resolutely directed the review and streamlining of the organization of level 3 and level 2 units, continuing to reduce a number of focal points.
The Party Committee directed the rational use of human resources among units, prioritizing the attraction of high-quality human resources. 2024 is a breakthrough year in recruitment and attraction of human resources, with 12 lecturers with PhD degrees, including 03 Associate Professors working at the school.
Despite difficulties due to mechanisms and policies, the School has succeeded in maintaining a high-quality teaching staff, among the highest in the country, with 20.4% of teachers holding the title of Professor, Associate Professor, and 81% of teachers holding the degree of Doctor. The current staff development strategy shifts from meeting academic degree standards to meeting academic title standards in the period 2025 - 2030.
3. Innovating admission methods, supporting learners, improving training quality, meeting social needs and international integration, the School Party Committee resolutely directs the implementation of many synchronous and timely solutions:
Comprehensively innovate the recruitment and recruitment communication work, ensure to recruit enough assigned quotas, and increasingly improve the quality of recruitment sources. The entrance scores of all training majors exceed the threshold to ensure the entrance quality of VNU, many majors have the highest entrance scores in the country. Attract many international students to study at the University. At the same time, recognize credit transfer, increase student exchange with domestic, regional and international universities.
Building and enrolling 13 new training programs; systematically adjusting all training programs from bachelor to doctorate, focusing on multidisciplinary, interdisciplinary, and internationalizing training programs; applying modern teaching methods, applying digital technology, applying artificial intelligence, creating conditions for learners to access many fields, have broad and in-depth knowledge, helping learners increase their job opportunities.
Innovating training management at all levels and systems to become increasingly professional, formal, and modern.
Synchronously apply many solutions to improve the quality of teaching and learning, care for and support learners in a timely manner, and standardize student management processes towards digital transformation.
Improve training quality, commit to ensuring training quality, accreditation and building technical and economic standards for 100% of training programs that meet accreditation conditions, creating an important and fundamental premise for the School to implement autonomy by 2026.
The Party Committee of the University directs the development of institutions and policies to create a legal framework and motivation to promote the development of scientific research, create high-quality scientific products, including high-quality policy advice, enhance international integration, and gradually develop the University in the direction of a research university.
The School's scientific staff presides over many scientific topics at all levels; many experts are assigned to be the Heads of component tasks of major scientific programs of the State.
Many topics and seminars focus on pressing issues of social life, from which valuable policy advice is extracted and proposed for Party and State agencies at the central and local levels.
Science and technology work towards internationalization has been enhanced and achieved many remarkable results.
5. Expand domestic and international cooperation to develop and enhance the position of the School.The School Party Committee prioritizes expanding and developing in-depth cooperation with prestigious universities around the world, promoting close cooperation with corporations and businesses with many diverse and rich forms of cooperation.
The University has established cooperative relationships with more than 300 universities and international educational and scientific and technological organizations; attracting the highest number of international students to study and research in VNU with more than 1,000 international students each year.
Nearly 200 foreign experts come to teach and conduct research, increasing the internationalization of the school's training and research programs.
Domestic cooperation is promoted to contribute to the implementation of local and state-level science and technology tasks, while expanding training programs to improve the capacity of staff for units, ministries, localities, enterprises, etc.
6. Diversify financial resources, modernize facilities and equipment for training, scientific research, and international cooperation.The school currently has three main sources of income: state budget (about 29%), tuition fees (58%), and service fees (13%).
The school focuses on increasing tuition fees based on increasing the collection rate and expanding the enrollment scale, building technical and economic standards for training programs with high tuition revenue potential. Thanks to that, in the period of 2021-2024, the school's tuition revenue will increase by 8-20%/year.
The Party Committee directed the rationalization of spending tasks, practiced resource saving to focus on investment in staff, training, scientific research and infrastructure improvement.
+ The level of expenditure for scientific research is implemented in accordance with the provisions of law, increasing from 2 billion VND to over 10 billion VND/year.
+ The school campus is renovated, spacious and modern.
+ Timely update state policies and regulations; ensure that the income of civil servants and employees increases by an average of over 5%/year.
7. Promote administrative reform according to ISO standards, build advanced university governance, strengthen school discipline, and spread a culture of quality assurance.The School Party Committee directs administrative reform decisively, closely and effectively with the value system of "Professionalism - Friendliness - Efficiency".
The School Council for the 2023-2028 term was established; the coordination regulations between the Party Committee, the School Council and the Board of Directors were developed and quickly put into practice, gradually forming a new university governance model according to regulations.
Promoting information technology and digital transformation, making an important contribution to innovation in university governance; reviewing and simplifying many administrative procedures to suit the digital governance model.
Inspection and examination work has been innovated in quality, in depth and closely following the approved plan.
8. Continue to innovate operating methods, promote the role of mass organizations in building and developing the School.Under the close and timely leadership and direction of the Party Committee, mass organizations such as the Trade Union, Youth Union, Student Association, and Veterans Association actively innovated their working methods, improved the quality and efficiency of their activities, attracted a large number of civil servants and employees to participate in collective activities; built a united bloc, promoted their roles and responsibilities in building and developing the School.
9. Enhance the pioneering and exemplary role of Party members and cadres, build strong Party cells, promote the comprehensive leadership role of Party cells and Party Committees over units and schools.The Party Committee is proactive and creative in leadership and direction, closely following the Party's principles and leadership methods; innovating inspection and supervision work, overcoming many limitations in Party development work, Party member records management, etc. Upholding the pioneering and exemplary role of Party members and cadres, together with the School's collective, successfully completing the political tasks set out in the Resolution of the Party Congress for the 2020-2025 term.
Taking place on the occasion of the 30th anniversary of the establishment of the University of Social Sciences and Humanities (1995 - 2025), the 80th anniversary of the tradition of the University of Letters (1945 - 2025), the 29th Party Congress has a special significance, summarizing the 5-year working term (2020 - 2025) and looking back on the three-decade journey of construction and development of the University's Party Committee, thereby setting out the development orientation of the University of Social Sciences and Humanities in the era of national development.
Promoting the position and reputation of the Heroic University, all cadres and party members of the University pledge to strive, strengthen solidarity, be determined to innovate, constantly be creative, successfully complete the tasks and targets of the 29th Party Congress; bring the University to continue to develop sustainably in the context of university autonomy; contribute worthily to the development of VNU and the cause of building and defending the socialist Fatherland of Vietnam in the new era, the era of striving, all for the goal of a rich people, a strong country, a democratic, equitable, civilized society, a prosperous and prosperous country.
