Strengthening the implementation of measures to prevent and control Covid-19 epidemic in the new situation and developments of the epidemic

Pursuant to the urgent dispatch No. 13/CD-UBND dated July 7, 2021 of the Hanoi People's Committee on strengthening the implementation of measures to prevent and control the Covid-19 epidemic in the new situation and developments of the epidemic; Document No. 2803/BGDĐT-GDĐH dated July 7, 2021 of the Ministry of Education and Training on enrollment in 2021 in the context of the Covid-19 epidemic; in the face of the rapid and complicated developments of the epidemic in a number of localities including Hanoi City, Vietnam National University, Hanoi (VNU) requests the VNU Office, Trade Union, Youth Union, VNU Student Association, member and affiliated units to continue to resolutely implement the following contents:

1. Tighten discipline and order in implementing measures to prevent and control the Covid-19 epidemic in the new situation; strictly follow the instructions of the Central Government, the Ministry of Education and Training and Hanoi City, especially Official Dispatch No. 1561/VNU-CT&CTHSSV dated May 26, 2021 of the Steering Committee for Covid-19 Prevention and Control of VNU; do not gather more than 10 people outside of offices, schools, hospitals, and public places.

2. Thoroughly educate cadres, lecturers, scientists, workers, students, postgraduates of the unit to be exemplary, strictly implement local regulations in monitoring and managing people returning from epidemic areas/provinces and cities: From 6:00 p.m. on July 7, 2021, apply mandatory epidemic prevention and control measures to all people coming from Ho Chi Minh City and epidemic areas (the list of epidemic areas is announced and regularly updated on the Ministry of Health's electronic information portal): Make mandatory medical declarations, quarantine at home for 07 days in accordance with the instructions in Decision 879/QD-BYT dated March 12, 2020 of the Ministry of Health (except for cases of returning to Hanoi on official business and fully complying with epidemic prevention and control measures as prescribed); All cases returning from epidemic areas must be tested 3 times (on the first, third and sixth days from the date of return from the epidemic area), then self-monitor their health for 7 days; if there are signs of fever, cough, sore throat, difficulty breathing or loss of taste... they must immediately notify the nearest medical facility for timely health management instructions.

The application of epidemic prevention and control measures for the above cases will be adjusted and announced when there are new instructions from the National Steering Committee and the Ministry of Health.

Require officials, lecturers, scientists, workers, students, postgraduates to minimize travel to epidemic areas and Ho Chi Minh City. In case of mandatory travel for official purposes, working at agencies, organizations... headquartered in Ho Chi Minh City and other epidemic areas, permission must be obtained from competent authorities and regulations on epidemic prevention and control must be strictly implemented.

3. University admissions for the 2021-2022 school year as planned at member and affiliated units need to pay special attention to implementing the task of preventing and fighting the Covid-19 epidemic according to Directive No. 2803/BGDĐT-GDĐH dated July 7, 2021 of the Ministry of Education and Training.

Request units and individuals to seriously implement the contents of this document.
