The Policy Advisory Council held its fifth meeting.

On July 25, 2019, the Policy Advisory Council of the University of Social Sciences and Humanities held its 5th meeting under the chairmanship of Prof. Dr. Phung Huu Phu (Chairman of the Policy Advisory Council, Permanent Vice Chairman of the Central Theoretical Council, Head of the Faculty of Political Science).

The Policy Advisory Council held its fifth meeting.

The Council members listened to and contributed their opinions to two draft advisory reports on “Innovation in social development management to ensure rapid and sustainable national development” presented by Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities, Hanoi); and the report “Building Vietnamese people in the context of integration and the new industrial revolution” presented by Prof. Dr. Hoang Ba Thinh (Director of the Center for Population, Environment and Social Issues Research).

The first report addresses social development management solutions to ensure rapid and sustainable development for Vietnam and makes four main recommendations:The first, institutional innovation in the field of social development management, focusing on: building transparent institutions, high accountability, and consistent application of policies and laws.Monday, orienting the shift from social development management to social development governance.Tuesday, integrating social security policies to ensure human security.Wednesday, respond to environmental issues to minimize risks and prevent environmental disasters.

The second advisory report provides assessments of the current state of human development in Vietnam according to development indexes, innovation indexes, global competitiveness indexes, etc. and analyzes the negative and positive impacts of policies on the development of Vietnamese people. On that basis, the report proposes solutions for building and developing modern Vietnamese people in the following aspects:

One isimprove the leadership capacity of the Party and the management of the State.

Two iscontinue to raise awareness for the whole society, first of all among cadres, party members and people about the role of human development.

Three isFundamentally and comprehensively innovate the education and training system to meet the requirements of promoting industrialization, modernization and international integration, adapting to the context of the Fourth Industrial Revolution.

Four isContinue to promote the movement of national solidarity to build a cultural life, build the values ​​and personality of Vietnamese people, create a healthy cultural and spiritual environment, encourage cultural and artistic talents, and new cultural creations.

Five isOvercoming the degradation of ideology, morality, and lifestyle; social polarization and social negativity in the field of human development and cultural development.

Six ispromote foreign cultural activities and cultural exchange.

  • On December 25, 2001, the Standing Secretariat of the Central Executive Committee of the Communist Party of Vietnam issued Official Dispatch No. 1013-CV/VPTW, assigning Hanoi National University the task of being the focal point for researching major policies, plans and other important issues in the fields of science, culture and national education to report and advise directly to Party and State agencies. Based on the direction of the Standing Secretariat, Hanoi National University assigned the University of Social Sciences and Humanities to directly carry out this task through the University's Policy Advisory Council.
  • Through its terms of operation, with the participation of many leading managers and scientists, the Policy Advisory Council has proposed many important scientific, educational and cultural recommendations of national strategic significance to central agencies; some of which have been successfully implemented by the State, with special significance in both theory and practice, such as programs on: East Sea; Central Highlands; Oc Eo Culture and Southern Region; strategy for building and developing Vietnamese culture, Vietnamese ethnic policy, etc.
  • In order to further promote the position and role of the Policy Advisory Council in advising central agencies, in February 2019, the University completed the Council with 20 members who are managers and leading scientists. Prof. Dr. Phung Huu Phu (Permanent Vice Chairman of the Central Theoretical Council) is the Chairman of the Policy Advisory Council.
