CHAPTER 1. SOME THEORETICAL ISSUES ON MODERNIZATION OF ARCHIVES
In chapter 1, the thesis has systematized all the general theories about archival work such as: Concept, content, requirements, meaning, nature, function, purpose, relationship, influencing factors, local experience, etc. Through the overview of studies related to the topic, it shows that archival work is an important issue and is of interest to researchers. Later studies inherit previous studies and gradually perfect scientific studies, aiming to apply to management and evaluate the effectiveness of archival work. The importance of archival work has posed a practical problem for studying the current status of archival work at the Thanh Hoa Provincial Tax Department. That shows that the thesis topic "Modernizing archival work at the Thanh Hoa Provincial Tax Department" is a necessary issue to study. The above theoretical issues will be applied to analyze and evaluate the current status of archival work at the Thanh Hoa Provincial Tax Department in chapter 2.
CHAPTER 2. CURRENT STATUS OF MODERNIZATION OF ARCHIVING WORK AT THANH HOA PROVINCE TAX DEPARTMENT
Through analyzing the current status of archiving work at the Thanh Hoa Provincial Tax Department, the results achieved and the limitations of the agency, it is shown that the Tax Department has not been able to digitize all paper records stored at the Archives of the Tax Department Office and its affiliated Tax Branches. The method of operation and management of official documents and papers is heavily based on traditional methods (mainly paper copies), associated with books and papers, which is really a barrier to the development of the Tax Department in the current integration period. Thereby, the author of the thesis himself has drawn experiences on archiving work at the Tax Department to be better implemented in the coming time. In this chapter, the author has pointed out the causes and shortcomings of archiving work at the Tax Department. This is the basis for the thesis to propose solutions to perfect the modernization of archiving work at the Tax Department in the next chapter.
CHAPTER 3. METHODS AND SOLUTIONS TO ENHANCE MODERNIZATION OF ARCHIVING WORK AT THANH HOA PROVINCE TAX DEPARTMENT AT PRESENT.
Based on the current situation of archival work, in addition to the achievements, there are also limitations that need to be overcome. At the same time, realizing the role, significance and effect of archival work in the operation of the state management apparatus in general, and of each agency and organization in particular, leaders at all levels and sectors need to create conditions for solutions to improve the quality of implementation in the most effective way. To do this, it is necessary to implement many solutions synchronously. In particular, it is necessary to pay attention to solutions such as: Thoroughly grasping and disseminating regulations and instructions of the State, perfecting the system of legal documents, improving the qualifications of cadres and civil servants, and it is very necessary to have the attention of the team of leaders so that archival work can be highly effective. The above solutions require the participation and consensus of the collective leadership of the Tax Department as well as all cadres and civil servants at the Tax Department Office and Tax Branches.
11. Practical application
The research results of the thesis contribute to the improvement of policy mechanisms, facilities, management and organization, human resources and processes and techniques to create a premise for the modernization of archiving work at the Thanh Hoa Provincial Tax Department. At the same time, it is necessary to ensure a good working environment, creating motivation and positive energy for employees in carrying out the work of archiving and preserving documents at the Thanh Hoa Provincial Tax Department.
12. Further research directions
In addition to the huge number of paper documents, the daily activities of the Tax sector have also generated a large number of electronic documents. However, up to now, the Tax sector has not formed a sufficient and high-quality source of electronic information (data) to serve the direction and administration work, supporting leaders in making timely administrative decisions; especially the results of computerization have not effectively supported the making of administrative decisions as well as fully meeting the information needs of businesses and people; supporting the development of other socio-economic sectors. This reality poses a problem that needs to be solved for the competent authorities in charge of the Tax sector's archiving work: it is necessary to strongly and drastically apply information technology to archiving work to free up human resources for managing the huge amount of paper documents and creating electronic data to promptly meet the management requirements of the sector.
