1. Purpose of scholarship consideration
- Attract, encouragelearners with achievements and research capacityparticipate in doctoral training programs, postdoctoral internships of Vietnam National University, Hanoi (VNU); Contributing to improving the quality of training and scientific research of doctoral students and interns in doctoral and post-doctoral training programs, and enhancing the training of high-quality scientific human resources to serve socio-economic development, towards international integration.
- Improve the quality and efficiency of scientific and technological research activities of VNU.
2. Subjects and conditions for applying for a postgraduate scholarship
2.1. Registration subject
Candidates applying for the PhD scholarship are candidates who wish to apply for doctoral training or PhD students who are participating in the doctoral training program at a training unit of VNU, have good research capacity, are able to publish internationally and commit to meeting the output standards according to this Regulation and the current Doctoral Training Regulations of VNU.
2.2. Registration conditions
a) Age not exceeding 40 years old as of the date of decision to recognize PhD student;
b) Have an average GPA of at least 2.8 or higher (on a 4-point scale) for candidates applying for a master's degree; have an average GPA of at least 2.8 or higher (on a 4-point scale) for candidates applying for a bachelor's degree;
c)Haveresearch proposal,in there planned implementation to achieve OkayPhD training outputat least as follows:During the training period, the PhD student is the main author (first author/corresponding author) of at least 02 articles on the research results of the thesis published in specialized scientific journals in the list of ISI/Scopus journals, of which at least 01 article is published in a journal ranked Q1 (for the field of natural sciences and technology) or at least 01 article is published in a journal ranked Q2 or higher (for other fields);
d) Have a reputable scientist sponsoring and introducing. The sponsoring scientist does not necessarily have to be the PhD student's thesis supervisor;

e) In addition to the above conditions, candidates registering for doctoral training must meet the admission requirements according to the current Doctoral Training Regulations;Students currently studying a doctoral training program must have at least 18 months of study and research remaining according to the standard training period as of the time of submitting the application for the scholarship program.
3. Subjects and conditions for applying for internship scholarships
3.1. Registration subject
Candidates for the TTS scholarship can be domestic or foreign, inside or outside VNU, have good research capacity, suitable research proposal and have a scientist to guide and sponsor the research.
3.2.Registration conditions
a)Clear personal history, not serving a criminal sentence or disciplinary action from warning level or above;
b) Have good health to study and research;
c) Age not exceeding 45 years old as of the date of application;
d) Have the academic degree recognized and be awarded a doctorate within 5 years from the date of decision on academic degree recognition to the date of application;
D)Haveresearch proposal,in there field area research Research and research content suitable to VNU's strengths; plan implementation to achieve OkayPostdoctoral internship outcomesat least as follows:During his internship, TTS was the main author ofArticles published in specialized scientific journals in the ISI/Scopus index ranked from Q2 or higher; the number of publications corresponds to the duration of the internship (minimum 01 article/year);
e) Have a sponsoring scientist introduce and be accepted as a supervisor by a lecturer or permanent researcher of VNU;

4. Financial regime
4.1. PhD students are considered for scholarships of up to 100 million VND/person/year (12 months).PhD students are considered for scholarships based on their academic and research results during the standard training period, calculated from the effective date of the first scholarship decision. The training unit may consider exempting tuition fees for PhD students.
4.2. TTS is considered for a maximum scholarship of 120 million VND/person/year (12 months). TTS is considered for a scholarship during the post-doctoral internship period at the training unit according to the approved plan.
4.3. Expected progress of scholarship awarding:
a) The VNU Scholarship Council reviews and evaluates the periodic granting of scholarships to PhD students and trainees in June and December every year;
b) First time (granted 50 million VND/doctoral researcher, 60 million VND/trainee): Based on the results of evaluating professional records, research outlines and conclusions of the professional subcommittee;
c) Subsequent times (granting 50 million VND/doctoral student, 60 million VND/trainee or remaining scholarship): Based on assessment of results, progress of study and research. Doctoral students and trainees will not be considered for scholarships if they do not complete their study and research according to the approved plan. Scholarship consideration and compensation (if qualified) will be considered in the next scholarship granting.
4.4. For research that is being implemented but has not yet completed publication within the standard training period of the PhD student or the official research period according to the TTS plan, the scholarship will be considered for a maximum of the next 12 months if the research results are published.
5. Scholarship application and process
5.1. Scholarship application
a) First scholarship application
- First scholarship application(according to sampleAppendix II);
-Personal resume;
- Valid copy of birth certificate;
- Valid copy of university or master's degree with academic transcript;Certificate of recognition of diploma in case of diploma issued by foreign educational institution.
- Evidence of expertise; foreign languages; experience, scientific research achievements and seniority;
- Research outline;
- Letter of recommendation from research sponsor and supervisor;
- Official dispatch from the direct management agency in accordance with current regulations on training and fostering civil servants and public employees (if the candidate is a civil servant or public employee);
- Other relevant documents as required by the training unit.
b) Application documents for subsequent scholarship applications:
- Application for scholarship during study and research(according to sampleAppendix III);
- Report on study and research progress and plan for the next 6 monthswith confirmation from supervisor and research sponsor;
- List of published works with photocopies of published articles;
- The assessment report of the professional unit confirms that the content of the articles is directly related to the research field of the PhD student and PhD student; identifies the journal as belonging to the ISI/Scopus list and the ranking of the journal.
5.2. Scholarship consideration process
Step 1:Candidates apply for scholarships through the VNU Scholarship Portal at:http://hocbong.vnu.edu.vn.
- Registration time:
+ First round of the year: Starting from the first round of postgraduate registration to 5:00 p.m. on May 31 every year.
+ Final period: Starting from the second round of postgraduate registration to 5:00 p.m. on November 30 every year.
- For the last batch of 2021, the registration time is as follows: Starting from 08:00 on December 1, 2021 to 17:00 on January 15, 2022.
Step 2:The training unit announces the plan and organizes the assessment and appraisal of the candidate's scholarship application (Section 6:First-time scholarship application evaluation process;Section 7:Consideration for maintenance scholarships).
Step 3:The head of the training unit sends a request letter to VNU (via the Training Department) with a list of PhD students and trainees requesting scholarship consideration and related documents before June 15 and December 15 every year. For the end of 2021, the training unit sends a request letter to VNU before January 20, 2022.
Step 4:The VNU Scholarship Council reviews the applications, evaluates the candidates' abilities and decides to grant scholarships to PhD students and trainees, and publicly announces them on the VNU and training unit's websites before June 30 and December 30 each year. For the final round of 2021, VNU will announce the scholarship award results before January 31, 2022.
Step 5:VNU announces the decision to grant scholarships and transfer scholarship funds to PhD students and trainees through the direct accounts of scholarship recipients.In case the PhD student or trainee is not eligible for further scholarship consideration as stated in Section 7.2, VNU will stop granting the scholarship and notify the training unit and the candidate.

6. First-time scholarship application evaluation process
6.1. File evaluation plan:
- For candidatesNew admission to the doctoral training program:Implement the postgraduate enrollment plan of VNU and the training unit;
- ForPhD students participating in doctoral training programs and candidates registering for post-doctoral internships: According to the training unit's plan.
6.2. The head of the training unit establishes a professional subcommittee to evaluate scholarship application files of candidates.
6.3. The candidate presents the research proposal and plan to the professional subcommittee. Through the candidate's profile and interview, the professional subcommittee evaluates the feasibility of the research topic, the candidate's learning and research capacity, and English proficiency, and gives an evaluation score. The candidate recommended for the scholarship must achieve a minimum score of 80/100.
6.4. Based on the results of the evaluation of the application, research outline and conclusion of the professional subcommittee, the training unit reports and proposes to the Director of VNU to consider granting the first scholarship to the PhD student and TTS.
7. Consider granting maintenance scholarships
7.1. Published academic and research results and other related achievements (if any) are the basis for VNU to consider granting maintenance scholarships to PhD students and trainees.
7.2. PhD students and trainees will not be considered for further scholarships if they fall into one of the following cases:
a) Not participating in professional activities for more than 06 months, not reporting on research progress and results according to regulations;
b) Failure to demonstrate the capacity to complete the output results as prescribed in Point c, Section 2.2 of this Notice for NCS or Point d, Section 3.2 of this Notice for TTS after periodic progress checks;
c) Violating the doctoral training regulations of VNU, the regulations of the training unit and the contents of the scholarship awarding regulations of VNU.
8. Rights and responsibilities ofgraduate student, intern
8.1.NCS, TTShave the following rights:
a) Be considered for a scholarshipVNUand of the unit (if any) during the time of study and research at the training unit;
b) YesVNUand training units create favorable conditions for participating in scientific research; become members of research groups and participate in performing scientific and technological tasks according to the provisions of law.VNU;
c) YesVNUand training units give priority to considering special recruitment according to the talent attraction mechanism;
d) Receive financial support from other organizations and individuals during the study and research process in case the financial support is not a full scholarship and there is no conflict between the rights and responsibilities of the student.NCS, TTSreceived financial support fromVNUaccording to these Regulations with the rights and responsibilities of the recipient of financial support according to the regulations of the sponsoring organizations and individuals;
d) Supported to connect to work at prestigious agencies, organizations and enterprises at home and abroad that have a need for highly knowledgeable human resources.
8.2. NCS and TTS have the following responsibilities:
a) Use the scholarship for the correct purpose and requirements of VNU, the training unit and the organization or individual granting the scholarship, to serve one's own study, research and living activities;
b) Voluntary commitment, high consensus, high responsibility and high determination to study and research to meet the requirements of the Scholarship Award Regulations of VNU;
c) Commit to learning to have a full and deep understanding of the learning and research tasks and strictly implement the Regulations of theVNU, of the training unit, of the research group, as well as performing all obligations according to the regulations of the State and ofVNU; participate in research groups, work in laboratories, participate in professional activities, participate in teaching, teaching assistantship, and training support according to current regulations of VNU;
d) Provide accurate and transparent information about their learning process, scientific research and employment situation after graduation, as required by the training unit and scholarship granting organization or individual;
d) Responsible for coordinating with VNU to promote personal image as well as VNU brand through scholarship programs.NCS, TTSgranted;
e) Announcements must include the name of the training unit.VNUAccording to the regulations and notes, the research results are sponsored by the scholarship fund for PhD students and postdocs of VNU as follows: "[Full name of scholarship recipient] thanks the Scholarship Fund of VNU, code [VNU.<năm được xét chọn> .NCS<số thứ tự của NCS> or VNU.<năm được xét chọn> .TTS<số thứ tự của TTS> )] funded this research”.
