Scientific discussion with the theme “The contribution of socio-political organizations in the process of social policy making” organized by the Center for Policy Research (University of Social Sciences and Humanities) for two days 03-04/11/2011 at Bao Son Hotel – Hanoi. The discussion focused on clarifying the role of socio-political organizations in the process of policy making in Vietnam.

Scientific discussion with the theme “The contribution of socio-political organizations in the process of social policy making” organized by the Center for Policy Research (University of Social Sciences and Humanities) for two days 03-04/11/2011 at Bao Son Hotel – Hanoi. The discussion focused on clarifying the role of socio-political organizations in the process of policy making in Vietnam.The seminar was attended by experts from the Federal Republic of Germany, China, Singapore, representatives of central agencies, provinces/cities, research centers, and universities across the country. According to Associate Professor Dr. Pham Xuan Hang (Vice Chairman of the Policy Advisory Council of the University of Social Sciences and Humanities, VNU), the role of socio-political organizations participating in the policy-making process is demonstrated in their capacity as member organizations of the Vietnam Fatherland Front and their role in monitoring and social criticism in the policy-making process. Associate Professor Dr. Pham Xuan Hang emphasized that socio-political organizations need to focus on improving the quality of criticism in the following directions: ensuring objectivity, science, constructiveness, and popularity; clearly expressing consensus issues; Assess the suitability of policies with social reality, the issue of policy irrelevance must be analyzed and scientifically interpreted on the basis of taking reality as the standard and proposing solutions to overcome them...

Dr. Joerg Wischermann (Institute of Asian Studies) through his study of the governance and operation of civil society in Vietnam, he believes that based on the potential and limitations, the governance and operation of civil society in Vietnam need to change its principles from within. Discussing the activities of Associations and Unions (also known as civil society organizations), Dr. Trinh Hoa Binh (Institute of Sociology) analyzed the role of associations in policy making: social supervision and control, social consultation and criticism, and creating social consensus. Opinions focused on general issues such as: "The relationship between socio-political organizations and civil society in the policy-making process" - Prof. Dr. Tran Ngoc Hien (Ho Chi Minh National Academy of Politics and Public Administration) and specific, practical issues: "The role, significance and current status of social criticism activities of the Vietnam Fatherland Front in the policy-making and law-making of the Party and State: Issues being raised and directions for improvement" - Assoc. Prof. Dr. Bui Xuan Duc (Director of the Center for Theoretical Work, Central Committee of the Vietnam Fatherland Front) and related issues: "Taking care of climate protection yourself. Encouraging local people to implement climate protection measures" - Mr. Taschner Stefan (Executive Director, Citizens' Initiative for Climate Protection Association)...

The scientific seminar “The contribution of political and social organizations in the process of social policy making” was organized with the support of the Rosa Luxemburg Foundation (Federal Republic of Germany). In 2010, the Foundation supported the University to organize the seminar “The role of civil society in the process of policy making”. The University of Social Sciences and Humanities began cooperating with the Rosa Luxemburg Foundation in 2002. A series of scientific researches, training courses, seminars, talks, etc. have been implemented and brought certain effects to the research and policy making work of the University and the fields of science and education.
