Financial Conference 2017

On January 10, 2018, the University of Social Sciences and Humanities held the 2017 Financial Conference chaired by Associate Professor, Dr. Tran Thi Minh Hoa (Vice Principal of the University). The conference was attended by many leaders and financial officers of the units in the University.

Conference Overview

Assoc. Prof. Dr. Tran Thi Minh Hoa delivered the opening speech at the Conference, presenting an overview of the financial activities of the School in 2017. Faced with new issues in training, scientific research, human resources, etc. as well as all aspects of the School's activities, the planning and finance sector has also undergone many adjustments, but still follows the motto: transparency, democracy, rationality and ensuring the rights of employees. The Conference's content includes three parts: Report on the financial situation in 2017, Report on the authorized spending situation of units in the School and Adjustment of internal spending regulations.

The 2017 financial report shows the financial stability of the School. In fact, financial activities always have many complicated developments, requiring close, scientific and visionary direction, adjustment and balance. Faced with the challenges of the requirement to switch to a financial autonomy mechanism, limited state budget resources, increasing salary funds (due to increased minimum wages, increased salary coefficients), pressure on general enrollment targets... the School's financial activities still have many positive adjustments: ensuring additional income, ensuring timely salary increases for teachers, rewarding international publications, supporting staff to study foreign languages, training graduate students, supporting funding for preparing scholarship applications...

In addition, the University has practiced saving, cutting many unnecessary administrative expenses to focus on human resources. With the goal of becoming a research university, the University will need to focus more on the strategy of developing scientific research funds, further promoting research activities and international publications.

MSc. Kim Thi Diep Ha, Deputy Head of Planning and Finance Department, presented a report on the situation of authorized spending of units.

Units have been more proactive in clearing and settling authorized funding sources. The Planning and Finance Department also requested units to make payments according to the instructed voucher forms, within the prescribed time limit, and to be more proactive in monitoring their funding sources to compare with the Department, avoiding unfortunate errors.

Dr. Ngo Thi Kieu Oanh (Head of Organization and Personnel Department) answered questions about the contents that need to be adjusted in the School's Internal Expenditure Regulations.

The School's internal spending regulations in 2018 have many new adjustments. The basis for adjusting the CTNB Regulations is based on Circular 47/2014 of the Ministry of Education and Training on working regime for lecturers; Regulations of VNU on working regime for lecturers and researchers of VNU and the financial situation of the School. After the Financial Conference, the School continued to send a document stating the adjusted items to get opinions from units, as a basis for issuing the Internal Spending Regulations in 2018.
