Intelligence, intellectual resources, promoting intellectual resources: theoretical issues and approaches

That is the name of the conference held on June 17, 2009 at the University of Social Sciences and Humanities. This is an activity within the framework of the State-level project: “Building and promoting Vietnamese intellectual resources to serve the cause of national revival in the 21st century”, code KX.03.22/06-10, chaired by Prof. Dr. Nguyen Van Khanh. There were 14 reports presented at the conference.

From many different research perspectives, the workshop focused on clarifying the concepts of intelligence, intellectual resources, and promoting intellectual resources in relation to related concepts.

According to Dr. Nguyen Vu Hao (University of Social Sciences and Humanities), intelligence is “the sum of human cognitive abilities and adaptability to the surrounding environment” and “plays a leading role in the knowledge economy”. He also believes that the development of intelligence is influenced by biological and social factors, especially the fear of practical efforts of each individual, and points out that the most basic characteristic of intelligence is creativity.

Sharing the same viewpoint, author Nguyen Chi Hieu (HCM National Academy of Politics and Public Administration) believes that the most important factor determining socio-economic development is the quality of human resources, that is, human intelligence. In which, knowledge is the nutrient in the development of intelligence and creative capacity. In his report, the author also affirms the extremely important impact of factors such as needs, interests, social environment, the core of which is democracy, fairness, and freedom, on the formation and development of intellectual resources of a society.

Dr. Do Minh Hop (Institute of Philosophy) discussed the concept of ethics and the role of ethics as an important factor in developing intellectual resources. The author analyzed the impact of ethics on the activities of intellectuals in power and on the relationship between intellectuals and the government in modern society.

Two reporters Do Minh Hop and Nguyen Van Khuong (Institute of Philosophy and Hanoi Forestry University) said that intellectual resources include the following components: general education, production technology, and social organization culture. The report also analyzes in depth the interrelationship between the components of intellectual resources and the development of intellectual resources in relation to other resources.

Postgraduate student Ngo Dang Toan (University of Social Sciences and Humanities) discussed the concept of intellectual resources in relation to the concept of intellectual labor, affirming the important role of these two factors in the birth and development of the knowledge economy.

In addition, some other reports mention the concept of intelligence, intellectual resources in the history of ancient Chinese and Western philosophy, in Ho Chi Minh's perspective; research on the structure of intelligence on a biological basis and the birth of artificial intelligence; concepts and methods of measuring human intelligence through IQ, CQ, EQ indexes....
