Policy to strengthen university-enterprise linkage in Vietnam in the context The Fourth Industrial Revolution
8. Major:Science and technology management9. Code: 9340412.01
10. Scientific advisor: Prof. Dr. Nguyen Huu Duc
11. Summary of new results of the thesis:
- Synthesize, systematize, and propose a classification of forms of university-enterprise linkage as well as barriers and drivers of linkage into 4 groups: human resources, knowledge-technology, finance, and society-community.
- Proposing a model of university-enterprise linkage in Vietnam in the context of Industry 4.0 and a model of policy impact on the drivers and barriers of that linkage.
- Analyze and evaluate the impact of existing policies in Vietnam on university-enterprise linkages through assessing the impact on drivers and barriers.
- Analyze the impact of Industry 4.0 on the operations of universities and businesses as well as the engagement drivers of these organizations.
- Synthesize and analyze policy solutions to strengthen university-enterprise linkages from international experiences of typical countries in the world and region: Russia, China, USA, UK, Malaysia and Singapore.
- Surveyequalquestionnaires for subjects at 4 universities and 105 enterprises, and in-depth interviews with leaders of these universities to assess the current state of university-enterprise engagement in Vietnam, and regression analysis of survey data to find out the drivers and barriers that have the greatest impact on the level of engagement. These are the goals that policies need to impact to have the best effect in enhancing university-enterprise engagement in Vietnam.
- Proposing policy solutions to strengthen the connection between universities and enterprises in Vietnam in the context of Industry 4.0. These solutions include state policies, policies of universities and enterprises.
12. Practical application:
- It is a scientific basis for developing policies to strengthen the connection between universities and enterprises at all three levels: state, university and enterprise. The proposed policy solutions can be applied in practice at all levels interested in strengthening this connection.
- Systematizing and classifying models of forms, motivations and barriers of university-enterprise linkage; model of policy impact on linkage in the context of Industry 4.0 in Vietnam; quantitative analysis method to find out the dependence of the level of linkage on motivations and barriers can serve as a basis for further studies.
13. Further research directions:
- Increase the number of schools, businesses and respondents surveyed to make the research results more complete when analyzing quantitatively.
- Perfecting the engagement model that takes into account other factors influencing school-business engagement, in addition to motivations and barriers (such as regional culture, business type, business sector, business size, in-depth research and comparison between industry groups, etc.).

8. Major:Scienceand Technology Management9. Code:9340412.01
10. Supervisor: Prof. Dr. Nguyen Huu Duc
11. Summary of the new findings of the thesis:
- Synthesize, systematize, and classify forms, inhibitors and motivations of university-industry linkage (UIL) in four groups: human resources, knowledge-technology, finance, and society-community.
- Propose a model for UIL in Vietnam in the context of Industry Revolution 4.0 (IR 4.0) and the model of policy impacts on the motivations and inhibitors of the linkage.
- Analyze and evaluate the impacts of existing policies in Vietnam on the UIL through assessing these impacts on the motivations and inhibitors of the linkage.
- Analyze the impact of IR 4.0 on the forms of UIL as well as on the motivations of universities and industry.
- Synthesize and analyze international experiences regarding policy solutions to enhance UIL of some countries in the world including Russia, China, USA, UK, Malaysia and Singapore.
- Conduct questionnaire survey at 4 universities and 105 enterprises, and in-depth interviews with leaders of these universities to assess the current status of UIL in Vietnam; conduct regression analysis of the survey data to find the most influential motivations and inhibitors to the level of linkage. These are the targets that the policies need to focus on in order to effectively enhance the UIL in Vietnam.
- Propose policy solutions to promote the UIL in Vietnam in the context of IR 4.0. These solutions include government policies and policies of universities and businesses.
12. Practical applicability, if any:
- A scientific basis for making policies to promote the UIL at all three levels of state, university and enterprise. The proposed policy solutions can be applied in practice at all levels to enhance the linkage.
- Modeling, systematization and classification of forms, motivations and inhibitors of UIL; model of policy impacts on the linkage in the context of IR 4.0 in Vietnam; quantitative analytical methods to find out the dependence of the degree of linkage on motivations and inhibitors can serve as a basis for further studies.
13. Further research directions, if any:
- Increase the number of universities, enterprises and respondents survey for more complete and accurate results when analyzed quantitatively.
- Improve the linkage model by taking into account other influencing factors on UIL beyond motivations and inhibitors (eg regional culture, type of business, business sector, enterprise size, in-depth research and comparison between domains, ...).
