11. Summary of new results of the thesis:
11.1. After an overview of the research problem, the author analyzed the related contents of previous studies. The author pointed out the missing contents in the studies to find a direction for in-depth research on the approach to public administrative services of ethnic minorities in the Northwest region from a sociological perspective.
11.2. The results of the thesis show that ethnic minorities have access to information on public administrative services, but the level of access is not high. Most people use services belonging to the group of public administrative services related to personal identity, which are popular services and simpler to use than public administrative services related to personal property.
11.3. The thesis points out that there are many factors affecting the access to public administrative services of ethnic minorities in the Northwest region. In particular, the factors directly affecting are related to ethnicity, language, culture, lifestyle, geographical distance, etc. In addition, other factors arising from demographic characteristics and characteristics of the subjects providing public administrative services such as: Service provision process, quality of human resources, office modernization, application of information technology in reforming public administrative services.
11.4. After studying the current situation and factors affecting the access to public administrative services of ethnic minorities, the author of the thesis proposed a number of recommendations for the Government and relevant Ministries and Branches; for the subjects providing public administrative services and the people.

11. Summary of new findings of the thesis:
11.1. After reviewing past studies, the author indicates inadequacies of the researches so as to conduct further research on access to public administrative services of ethnic regions in the Northwest region from a sociological perspective.
11.2. The research concludes that many ethnic regions have accessed to information about public administrative services; however, the level of access is still not high. The majority of people use public administrative services related to identity, which are simpler and more popular than administrative services associated with personal property.
11.3. The thesis shows that there are many factors involved in the access to public administration services of ethnic regions in the Northwest region. Among these, direct factors include ethnic groups, language, culture, living style, geographical distance, etc. Besides, other factors stem from demographic characteristics and characteristics of public administrative service providers such as service delivery process, human resource quality, office modernization, use of ICT in public administrative service reform.
11.4. After studying the situation and factors affecting access to public administrative services of ethnic areas, the author makes some recommendations to Government, related Ministries and Sectors; public administrative service providers, and people.
12. Practical applicability, if any: The research results of the thesis can be applied in studying reform of public administrative services in ethnic minority-inhabited areas; used as research materials and teaching materials about Ethiopia and public administration service.
