Prime Minister Nguyen Xuan Phuc: Vietnam-Japan University must be a place where international scientific and educational advances converge

On May 15, 2017, Prime Minister Nguyen Xuan Phuc visited and worked at Vietnam-Japan University - VNU.

VNU President Nguyen Kim Son attended and spoke at the meeting.

Attending the event were Deputy Head of the Government Office Nguyen Van Tung, Deputy Minister of Education and Training Bui Van Ga, Deputy Minister of Planning and Investment Nguyen The Phuong, Deputy Minister of Finance Tran Xuan Ha and representatives of the Government Office and ministries.

On the Japanese side, there were Mr. Takebe Tsutomu - Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance, Mr. Umeda Kunio - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, and Mr. Fujita Yasuo - Chief Representative of the Japan International Cooperation Agency (JICA).

On the side of VNU, there were Vice President Nguyen Hoang Hai, leaders of the Office and functional departments; Board of Directors, staff, lecturers and students of Vietnam-Japan University.

Reporting to the Prime Minister on the operation of Vietnam-Japan University, President Furuta Motoo informed about the basic differences and the development strategy of the University until 2035 in each specific stage and said that in the process of construction and development, the University has basic advantages such as: the attention and support of senior leaders of both Vietnam and Japan; professional sponsorship of leading universities in Japan and VNU to build and implement high-quality training programs; financial support from the Japanese Government for the period 2016 - 2021.

However, to take advantage of favorable conditions and overcome challenges to develop the School as expected, Prof. Furuta Motoo recommended to the Prime Minister: direct the early issuance of a special financial regulation with special support for the School; promote the approval of the proposal for the project to build the School in Hoa Lac and promote the borrowing of Japanese ODA capital under a preferential mechanism for the construction of the School in the urban area of ​​VNU-Hanoi in Hoa Lac; support the School in a development model based on the philosophy of liberal education and sustainable development.

 

Speaking at the meeting, VNU President Nguyen Kim Son expressed his deep gratitude for the Prime Minister's attention to Vietnam-Japan University - the 7th member university of VNU. President Nguyen Kim Son said that from the beginning, VNU has clearly recognized the importance and special significance of the Vietnam-Japan University project. Therefore, VNU has focused all resources throughout the process of establishing and operating the University.

VNU Director Nguyen Kim Son affirmed that the difference and advantage of Vietnam-Japan University is that it is a member of VNU, inheriting the traditions, resources and organizational experience of a leading research university in Vietnam. At the same time, Director Nguyen Kim Son emphasized that VNU will continue to create the best conditions for Vietnam-Japan University to develop, contributing to the development of VNU and the development of the country's education in general.

The Director hopes that in the coming time, the Prime Minister will direct investment from the budget as well as approve special financial regulations; direct the completion of site clearance for the VNU area in Hoa Lac in general and the Vietnam-Japan University area in particular; discuss with the Japanese Government to introduce Japanese universities, businesses and organizations to cooperate and support the University in developing training, science and technology as well as calling for financial support.

 

On behalf of the Government,The Prime Minister commended the achievements of managers, scientists, officials, civil servants and students of theSchoolVietnam-Japan University has achieved and highly appreciated the efforts of VNU and the active cooperation and support of organizations and individuals from Vietnam and Japan forSchool.

The Prime Minister also said that VNU is also one of the leading prestigious training and research centers in Vietnam and is well regarded internationally.School Vietnam-Japan University under VNU is a symbol of the comprehensive strategic partnership between Vietnam and Japan; withThe goal is to become an advanced university on par with the region and the world, with high quality, where the advances of international education converge as well as the strengths and unique values ​​of both Vietnam and Japan.

Stating that the Government is very interested in the Vietnam-Japan University project, the Prime Minister requested: “The school not only focuses on expertise but also needs to pay attention to building culture and discipline among young people, comprehensively developing skills, character and research ability. In particular, the school needs to closely and effectively connect with the business community; training programs and content must be built on the basis of focusing on Japan's strengths, closely following the actual needs in Vietnam and updating with international standards.”.

Committed to working with Japan to successfully develop Vietnam-Japan University, soon becoming a symbol of the close, friendly and cultural cooperation between Vietnam and Japan,Prime Minister Nguyen Xuan Phuc requested that in the coming time, the School needs to focus on implementing the following tasks:

The first,need to be completedDevelopment model and management apparatus in a modern and advanced directionAs a member unit of VNU, the University needs to cooperate and closely link with member units and affiliated units with rich traditions of VNU in training, research and using shared facilities; at the same time, it needs to implement strategic orientations for developing key technology sectors in which Japanese partners have advantages and Vietnam has demand.

Monday, focusing on developing a team of highly qualified scientists, managers with advanced thinking, methods and university management skills. Not only focusing on improving the professional qualifications and skills of the existing staff and lecturers, the School needs to expand exchange opportunities for young lecturers and talents. The School needs to create an open space, a cultural environment rich in identity; promote critical thinking, diversity, fair and democratic rules; constantly innovate mechanisms, policies and management methods. The School must always be a model of pioneering, a place to demonstrate educational reforms for both Vietnam and Japan.

Tuesday, training and scientific research need to be linked, meeting the needs of human resource employers, according to business orders; being a place where East Asian cultural similarities intersect; being a bridge and symbol for the Vietnam - Japan strategic relationship and more broadly, a comprehensive symbol of educational cooperation following the ASEAN and Asian model.

At the same time,Special Advisor to the Japan-Vietnam Friendship Parliamentary AllianceandAmbassador Extraordinary and Plenipotentiary of Japan to Vietnamalso clearly demonstrated its determination to support and be ready to assist Vietnam-Japan University in the next stages of development.

After the working session, Prime Minister Nguyen Xuan Phuc visited classrooms of Vietnam-Japan University, VNU.

 

Vietnam-Japan University, VNU, was established by the Prime Minister of the Socialist Republic of Vietnam on July 21, 2014. This is the result of realizing the policy of promoting cooperation in education between the two countries.CVietnamese and Japanese governments.

After the decision to establish the school, VNU, the Japan International Cooperation Agency and leading Japanese universities coordinated to prepare conditions to ensure quality for the school to come into operation. According to the plan, on September 9, 2016,Vietnam-Japan University solemnly held the Opening Ceremony and the Opening Ceremony of the first master's course.for 6 training programs including:Master of Nanotechnology, Master of Infrastructure Engineering, Master of Environmental Engineering, Master of Public Policy, Master of Area Studies, Master of Business Administration.

Basic differences of Vietnam Japan University:

Firstly, the University aims to develop into a research university focusing on two areas that Vietnam is lacking or weak in: high-tech engineering and interdisciplinary science. Currently, the University is implementing 07 master's training programs: Nanotechnology, Environmental Engineering, Infrastructure Engineering, Area Studies, Public Policy, Business Administration and Climate Change & Development. In the near future, the University will continue to open master's, undergraduate and doctoral training programs that are in demand by society and are strengths of Japan.

Second, the University focuses on high quality and internationalization with the participation of leading Japanese universities and the connection and association with other member universities of VNU. Currently, more than 50% of specialized courses are taught by Japanese lecturers, other courses are taught by prestigious scientists of VNU. The training programs at the University are all transferred from leading universities in Japan.

Third, the School applies liberal education philosophy, sustainable development philosophy and student-centeredness to train students with a broad global vision, rich creativity, interdisciplinary knowledge base and cultural ethics to meet the job requirements of the new era as well as to participate in solving complex problems of today's society.

Fourth, the University has received great attention from the governments of Vietnam and Japan. Only with the attention and support from the government level can the University achieve its goal of becoming a highly prestigious research university in the Asian region.
