Prof. Dr. Nguyen Van Khanh (Party Committee Secretary - Principal of the School), Assoc. Prof. Dr. Pham Gia Lam (Permanent Vice Principal), Dr. Dang Xuan Khang (Chairman of the School's Trade Union, Head of the Department of Organization and Personnel) chaired the conference. Participants in the conference included the Party Committee, the Board of Directors; the Standing Committee of the Trade Union; Secretary and Deputy Secretary of the School's Youth Union; Chairman and Vice Chairman of the Student Association and Chairman and Vice Chairman of the School's Veterans Association; Party cell committees; employees and assistants of faculties/departments; Heads and deputy heads of departments and directors and deputy directors of centers under the school; People's Teachers, Meritorious Students and Professors, Associate Professors; PhDs, PhDs, senior lecturers and senior specialists.

At the conference, Associate Professor Dr. Pham Gia Lam presented specific criteria for the positions of principal and vice principal. In addition to meeting the general criteria for managers, candidates for the position of principal must have a doctorate, professional capacity and experience in organizing, managing training and scientific research, and be proficient in at least one common foreign language. In addition to the general criteria, candidates for the position of Vice Principal must have a doctorate, have participated in management work from the department level and above, and be proficient in a common foreign language. Regarding age, the age for first appointment must not exceed 55 years old for men and not exceed 50 years old for women.

The delegates discussed and voted for nominations. According to regulations, an officer can be appointed to many positions and one position can be appointed to 1 to 3 people.

Following that, the School Party Committee Conference discussed and decided on the personnel planning list. This list will be reported to VNU.

Previously, from March 10 to March 31, 2009, the units held meetings and voted to introduce the above planning positions: head and deputy head of faculty/department; head of department/professional group; director and deputy director of center; deputy head of department/office.

Currently, staff planning is considered a necessary activity to create a source of staff ready to meet the requirements of appointment, transfer, rotation, and arrangement of staff proactively, serving the goal of building and developing the school. Management staff planning is based on the development strategy, functions, and tasks of the school and unit; the current status of the staff; the current organizational structure as well as forecasting the organizational structure in the future.
