At the meeting, Prime Minister Pham Minh Chinh listened to the leaders of VNU report on the organization and operation in general, including the training of talents and high-quality human resources as well as the training and scientific research situation in the field of semiconductor integrated circuits of VNU.
VNU - a university education model with a leading and pioneering missionVNU President Le Quan said that VNU has basically completed the multidisciplinary, multi-field university model according to the Government's orientation with 9 universities, 5 member research institutes and 22 affiliated training, scientific research and service units. The total number of civil servants and employees is 4,667, including 2,634 permanent scientific staff. Of the 2,251 permanent lecturers of VNU, there are 62 professors and 414 associate professors, accounting for 20%; the proportion of scientific staff with PhD and PhD in science degrees over the total number of permanent lecturers is 66%. International publication has become the academic culture of VNU, with the number of international articles in the ISI/SCOPUS system constantly increasing over the years, from 400 articles in 2012 to about 1,600 articles in 2022.


In the recent past, VNU has focused on implementing the Prime Minister's directives, focusing on activities at Hoa Lac University Urban Area. In May 2022, VNU officially moved its headquarters to Hoa Lac, marking the transformation of the system towards a new development space in terms of facilities, academic life and university administration. The landscape infrastructure of the university urban area is constantly being improved. The core space of 163.8 hectares has been formed and is gradually expanding to 595 hectares. The facilities and equipment are qualified to meet the current training scale of 6,000 students and are being upgraded to serve 25,000 students by 2025. In the 2022-2023 school year, VNU held the first Opening Ceremony to welcome full-time students to study and live in Hoa Lac with very good enrollment results. Up to now, 24/36 units in VNU have moved their headquarters and presence in Hoa Lac.
Director Le Quan added that, implementing the Prime Minister's direction on building the VNU urban area in the direction of the "5 in 1" model, VNU has built an Action Framework with component structures including: Urban landscape framework; Urban - knowledge economy - higher education activity framework and Information and telecommunications technology (ICT) infrastructure framework aiming at the goal of: Reorganizing the overall space to attract investment according to the market economy; Connecting the overall development space with urban activities to control the process of formation and operation of urban activities - knowledge economy space - university - public areas and housing for students and lecturers, connecting with adjacent urban and industrial subdivisions, quickly connecting with Hoa Lac Urban Area of Hanoi city...).
Director Le Quan emphasized that investment in human resources and the team of scientists is also given special attention in the Development Strategy of VNU. Many policies have been issued to promote internal strength and nurture young scientists, support lecturers, staff and learners with many advantages and international integration, contributing significantly to creating motivation for lecturers and scientists to enthusiastically innovate, improve the quality of teaching and scientific research, contributing to attracting and developing a team of highly qualified scientific staff.
Training and scientific research in the field of semiconductor integrated circuit design industryRegarding the training and scientific research situation in the field of semiconductor integrated circuit design industry, this is an interdisciplinary field of many different basic sciences, technologies, and engineering. Human resources for designing microcircuits require design thinking, problem-solving thinking instead of just understanding and grasping the operating principles of the system. Due to its interdisciplinary nature and high quality requirements, VNU is one of the pioneering units in Vietnam with the capacity to participate in and lead training, research and development of related applications including design technology and microcircuit manufacturing technology.
Every year, VNU provides about 1,200 graduates in majors directly related to IC design and related majors. The total number of graduates from these majors at VNU is about 12,000. Many students, trainees, and postgraduates of VNU who have graduated from these programs are currently working in the field of IC design in research organizations and enterprises at home and abroad.
VNU currently has 09 strong research groups and 06 laboratories invested in this field. The development orientation of microchip design technology at VNU focuses on deploying IoT system-on-chip models combined with artificial intelligence applied in smart cities and digital society, digital transformation, and digital agriculture. In addition, research groups are also interested in designing security chips applied in national defense and security through research cooperation with the Government Cipher Committee, the Military Technical Academy, and the Military Science and Technology Institute.
Besides design technology, with its tradition and strengths in physics and chemistry, the field of semiconductor manufacturing has also been of interest to VNU scientists for decades with a number of thin film material technology products, infrared sensor technology, magnetic field sensor technology, etc.
VNU Director Le Quan proposed that the Government support VNU to establish the National IC Design and Testing Support Center (IC Design House) located at the VNU Urban Area in Hoa Lac and be a shared resource for the Vietnamese semiconductor industry.
With its strengths in basic science, material science, and new space in Hoa Lac Urban Area, VNU has the opportunity and potential to develop the field of semiconductor integrated circuit design industry in particular and high-tech fields in general, to build and organize training and research programs on semiconductor integrated circuits in the talent and excellence training program on technology 4.0 of the Ministry of Education and Training.
A gathering place for leading scientists from Vietnam and the worldSpeaking at the meeting, Prime Minister Pham Minh Chinh, on behalf of the Party and State leaders, acknowledged and commended the great efforts and determination of VNU and congratulated it on its achievements in recent times, contributing positively to the development achievements and education and training of the whole country, especially in training high-quality human resources.
The Prime Minister emphasized that VNU has always been closely associated with the cause of building and defending the Fatherland; previous generations have built the VNU brand as it is today. The Prime Minister expressed his belief and hope that VNU will promote this historical tradition; determined to preserve a green, clean, beautiful environment and plant more trees.
The Prime Minister was impressed by the healthy, cheerful students who study seriously, do scientific research, and participate in physical activities, sports, and culture, demonstrating the youthfulness, knowledge, and abundant human resources of our country. The Prime Minister was also impressed when visiting the exhibition area for semiconductor chip research and related fields of VNU, but from this research stage to the commercial production stage, there are still many difficulties that need to be resolved.
The Prime Minister stated that Vietnam is building an independent and self-reliant economy, proactively and actively integrating deeply and effectively into the world. This has been further demonstrated through recent global fluctuations.
“To do so, we must have knowledge, understanding, and learning exchanges that are appropriate to the country’s circumstances and conditions. Education and training must inherit the nation’s tradition of studiousness, but must also approach the achievements of humanity in the context of the Fourth Industrial Revolution. We cannot stand alone. Regarding chip research, it is clear that we must research, cooperate, place orders… That requires linking in training, fostering, and learning from good, advanced models in the world,” the Prime Minister emphasized.
The Prime Minister pointed out that the issue is to train human resources for basic research, human resources related to management, practice, and application to ensure comprehensiveness, coverage, and overallness, but must balance the conditions for national development; promote the training of applied research engineers on chips and microchips. According to the Prime Minister, training needs to focus on industries that are trending in the world, develop sustainably, and must go in the right direction, suitable to the circumstances and people of Vietnam. Throughout this process, it is still people; there must be education, learning, and the full development of different potentials, outstanding opportunities, and competitive advantages, so it is necessary to go straight to the key areas and trends that the world is focusing on developing; that is, digital transformation, green economy, circular economy, knowledge economy, innovation, and environmental protection.

The Prime Minister hopes that VNU will closely follow the Party's policies and guidelines, and concretize them for implementation; we need to think together to do this well. People must be educated, learn, nurture and develop talents to allocate resources, promote all abilities to exploit all potentials and opportunities for rapid and sustainable development.
The Prime Minister was pleased with the historical tradition of VNU, generations of leaders have always inherited and promoted, achieving the results as today, in this process there have always been many remarkable developments, being a place to train high-quality human resources, foster talents. The university urban area is gradually completed green, clean, beautiful, in line with the general trend of the world.
“This must be a typical model for universities nationwide. The government, ministries and sectors will work with VNU to continue improving facilities, ensuring adequate equipment to combine learning with practice,” the Prime Minister affirmed.
The Prime Minister hopes that VNU will stabilize its facilities, provide comprehensive knowledge and physical training, and link scientific research with education and training and the task of building and defending the country. The Prime Minister assigned the Ministry of Transport to research and implement investment in building diverse and convenient traffic connections from the city center to the satellite city of Hoa Lac.
Developing VNU into a modern, prestigious, leading university in the region and internationallyRegarding future development, the Prime Minister emphasized that the world is changing rapidly, with high knowledge content, and responding to non-traditional security challenges must be fast, timely, and effective. It is forecasted that the upcoming situation will be more difficult and challenging than favorable. Therefore, we must adapt to these things, to do so we must have knowledge, training, and research; focusing on knowledge economy, green economy, circular economy, digital transformation, and combating climate change.
The Prime Minister requested VNU to focus on doing well the following contents:
Firstly, promoting the rich history, considering it as a priceless asset, we must further improve the effectiveness of good lessons, valuable experiences, and effective methods; continue to build and consolidate a united, strong collective, constantly innovate and create in accordance with the new situation and circumstances to build VNU into a modern human resource training and scientific research institution with a prestigious and prestigious scale in the region and internationally; have the aspiration to rise up and make breakthroughs; develop comprehensively in both breadth and depth, focusing on a number of basic scientific fields, specialized training, spearheads, high quality, with strengths of Vietnam, in line with world trends, especially in-depth training in the fields of digital transformation, green transformation, circular economy, and sustainable development.
Second, closely linking training with promoting scientific research, simultaneously developing both natural sciences and social sciences - humanities, basic sciences and applied sciences, high-quality human resources, especially contributing to the development and perfection of ideological foundations, providing scientific and reliable arguments for the Party and State in strategic planning, building policies, guidelines, and plans for the country's socio-economic development, protecting national security and defense, and maintaining political stability.
Third, stick to reality, start from reality, respect reality, take reality as a measure, focus on solving major problems, bottlenecks, difficulties, and obstacles in both theory and practice at the international, national, and local levels. When the situation changes, thinking must also change accordingly, only then can we take advantage of the people's strength. Promote start-ups, innovation, and commercialization of scientific research results and products on the basis of strengthening public-private cooperation; promote digital transformation, and apply science and technology to emerging and key industries.

Fourth, we must demonstrate our aspirations to rise up, focusing on developing a team of high-quality lecturers and researchers of regional and international standards. In this process, we must pay attention to the country's characteristics. These are important foundations of VNU, so we must have greater aspirations along with the country's aspirations. Only then can we create a widespread influence, inspiring the training of human resources and nurturing talents. Innovate and improve the quality of teaching and learning according to the needs of the domestic and international markets and the trends of the times.
Continue to promote and expand appropriate and effective forms of enrollment, including the form of High School Student Competency Assessment; from practice, VNU needs to propose mechanisms and policies for development; have mechanisms to encourage students to study basic sciences, specialized fields, and rare fields to both serve the preservation and promotion of the unique identity and values of the nation and people, and serve the rapid and sustainable development of the country.
Pay special attention to and increase investment in the field of human resource development for research on semiconductor integrated circuit technology in Vietnam; focus on promoting close cooperation with domestic and foreign enterprises to train, research, transfer technology and commercialize in this field; attract investment; adapt to the country's circumstances, realize the country's aspirations, both comprehensive, comprehensive, and focused. Support human resource training in remote, border and island areas, especially the Northern mountainous region, Central Highlands, and Southwest.
Fifth, mobilize and effectively utilize all resources, promptly complete the task of building VNU in Hoa Lac, forming a green, modern, smart university urban area on par with the region according to the 5-in-1 model; strengthen public-private cooperation in training and boldly conduct pilots.
The Prime Minister requested relevant ministries, branches and the Hanoi People's Committee to actively coordinate, support and create conditions to promptly and effectively resolve the difficulties and problems of VNU.
The Prime Minister advised generations of VNU students to be proud of the learning environment with a long history. Each student needs to nurture passion, cherish ambition, light the fire of enthusiasm to strive with friends and colleagues to rise up, master life and make many positive contributions to themselves, their families, the community and society.
Regarding the recommendations and proposals of VNU, the Prime Minister assigned VNU to preside over and coordinate with relevant ministries and branches to develop a report proposing the investment policy for the construction of the National Microchip Design and Testing Support Center and the Microchip Manufacturing Laboratory located in Hoa Lac, operated by VNU, and submit it to competent authorities for approval.
VNU is a large and prestigious training and scientific research center in Vietnam, especially in information technology, digital transformation, and microchip design. The Prime Minister assigned the Ministry of Education and Training to consider and assign VNU as the focal unit to develop and organize a training and research program on integrated circuits under the Project "Developing a system of excellent training centers and talents in technology 4.0".
The Prime Minister suggested that VNU coordinate with the National Innovation Center to build innovation centers and technology incubators, and combine traffic improvement so that Hoa Lac will soon become the largest satellite city of Hanoi according to the general planning approved by the Prime Minister.

VNUVNU has always maintained its position in the top 801-1,000 in the QS Rankings World University Rankings and has continuously increased its ranking relative to other higher education institutions in recent years. According to Webometrics in January 2023, VNU increased by 97 places compared to the results announced in August 2022, from 758 to 661 in the world, maintaining the No. 1 position in Vietnam. VNU is currently ranked in the top 101-150 of the QS Ranking of young universities in the world (established under 50 years) with 5 fields in the top 500 in the world. (Mathematics ranked 351-400, Mechanical Engineering, Aeronautics and Manufacturing, Physics and Astronomy, Business and Management Studies, Electrical and Electronic Engineering ranked 451-500 and Computer Science and Information Systems ranked 501-550). In 2022, VNU won the Recognition of Improvement award from the QS ranking organization, becoming the first university in Vietnam to achieve this recognition.
VNU continues to demonstrate its role and academic prestige in carrying out national tasks. Dozens of research projects provide scientific foundations and arguments for national development in the period of industrialization, modernization and protection of national sovereignty. In recent times, a number of large-scale national and international scientific tasks have been implemented by VNU, such as: Key science and technology program for sustainable development of the Northwest region; Science and technology task "Building a set of Vietnam National Geographic"; Special national task "Translating and promoting the quintessence of Eastern classics"...
Training activities of VNU have many important breakthroughs, with the first time building and simultaneously promulgating training regulations for all levels of VNU, opening new undergraduate training programs in the direction of interdisciplinary and cross-disciplinary on the basis of increasing the proportion of training in engineering - technology, aiming to provide high-quality human resources in this field, meeting social needs. With over 500 training programs at the undergraduate, master's and doctoral levels, to date, VNU has achieved the following training structure: natural sciences, medicine and pharmacy 25%; social sciences and humanities, economics, foreign languages, law, education 40%; technology - engineering 20%; interdisciplinary and pilot 15%. VNU has actively transformed the training structure from basic sciences to those associated with engineering, technology and practice. Thanks to that, the training profession of VNU quickly integrates with the world, closely connects with industry and businesses, and the rate of graduates having jobs is increasingly high.
Science, technology and innovation activities have also been enhanced with the promulgation of the Science, Technology and Innovation Strategy for the 2021-2030 period. VNU focuses resources on implementing key national science and technology programs/topics with 35 strong research groups, 01 national key laboratory, 09 VNU-level key laboratories, 38 target laboratories, 140 research centers/specialized laboratories, 22 research centers/basic practice laboratories. VNU scientists contribute more than 1,500 scientific articles to ISI and SCOPUS journals each year, nearly 100 inventions, useful solutions, 15 transfer and start-up products. This is the foundation to increase the reputation of VNU in providing policy advice to central agencies, cooperating with partners to implement science and technology tasks to serve local development needs, and transferring research results to businesses.
VNU is implementing 5 postgraduate training programs in the field of microchip design, including: Master of Electronic Engineering (University of Technology); Master of Computer Science and Engineering (Institute of Information Technology); Master of Physics, majoring in Semiconductor Technology (University of Natural Sciences, joint training program with Taiwan); Doctor of Electronic Engineering (University of Technology); Doctor of Computer Science and Engineering (Institute of Information Technology).
