Party Cell II of the Head Office currently has 17 party members, including 01 comrade in the Board of Directors, 05 comrades are leaders of the Department. The number of female party members accounts for more than 50% of the total number of party members in the Party Cell. The Planning and Finance Department has performed well its advisory function to the Board of Directors in developing budget estimates; implementing budget plans on time, for the right purposes, and using capital sources effectively. Managing and monitoring revenue and expenditure sources in accordance with current regulations; implementing accounting regimes, using and paying funding sources on time, in accordance with State regulations.
The management and use of the Career Development Fund is used economically and effectively to invest in upgrading and renovating facilities and serving the task of developing the staff in the School. Financial procedures ensure transparency, publicity, democracy and compliance with current regulations; personal income tax is collected and paid in full and in accordance with regulations.
At the beginning of the term, the Covid-19 pandemic still affected all aspects of the school and its units, but the Administrative Department proactively and actively resolved daily administrative work to ensure that all school activities took place normally and effectively, strictly implementing the management of school documents and papers; processing and circulating outgoing and incoming documents in a timely manner in accordance with current regulations of the State to avoid errors. Deploying and applying the quality management system according to ISO standards in all units under the Head Office, presiding over the consultation with the Board of Directors to develop and accept the work processing procedures of the units in the school and applying them to standardize, modernize and make administrative work transparent.
The work of synthesizing, counting, managing assets, electricity and water, lecture halls, parking lots, services; security, environmental sanitation, inventory, classification, evaluation of the effectiveness of equipment use and liquidation of assets, investment in construction of facilities, equipment, etc. has been implemented synchronously and effectively.
The Congress's report also pointed out a number of limitations, causes, lessons learned from the 2022 - 2025 term and the tasks, solutions and key indicators to improve the quality of Party Cell activities in the 2025 - 2027 term.
Inheriting the results achieved in the last term, the Party Cell continues to lead and direct all aspects of activities, aiming to become a professional, highly effective, friendly service unit... practically contributing to the streamlining of the apparatus, university autonomy, building the University of Social Sciences and Humanities to always be the leading position in research and training in social sciences and humanities in Vietnam, with the spirit of "Solidarity - Professionalism - Responsibility - Friendliness - Efficiency".
Comrade Vu Thi Ha reported on the synthesis of opinions on the draft documents submitted to the Congress and documents of the School Party Congress for the term 2025 - 2030.

Speaking at the Congress, comrade Dang Thi Thu Huong - Member of the Standing Committee of the Party Committee, Vice Rector of the University of Social Sciences and Humanities acknowledged the serious, methodical and meticulous preparation for the Congress as well as the results achieved in the 2022 - 2025 term of Party Cell II of the Rectorate Block. In particular, in the context of the Covid-19 pandemic, Party Cell II is the core factor to ensure the continuous operation of the school as well as deploy activities to support staff, lecturers and students. The school's financial activities have been highly effective in preparation for university autonomy; modern university governance has brought new vitality to the school in recent times. With a large scope and workload, the party members, officials and employees of Party Cell II of the Rectorate Block have devoted their efforts and made common contributions to the transformation of the University of Social Sciences and Humanities.
