1.1. Objectives
Maintain the country's leading position in training, research and international cooperation in social sciences and humanities, bringing the University to the same level as prestigious universities in the region, effectively serving the cause of industrialization, modernization of the country and international integration.
1.2. Direction
Innovate and improve the effectiveness of political, ideological and ethical education in schools; create fundamental changes in the work of building and developing staff, focusing on developing young staff, leading scientific staff, leading in the industry with professional qualifications and foreign languages at the regional level, approaching international standards; continue to develop a number of joint training programs, a number of majors and majors reaching international standards, improving the quality of student output; improve the quality and effectiveness of scientific research and international cooperation; promote the application of information technology and implement administrative reforms in schools.
- Develop the University of Social Sciences and Humanities in accordance with the requirements of socio-economic development, the country's education - training and science and technology development strategy and the development plan of Hanoi National University.
- Promote all resources, mainly rely on internal resources, make the most of external resources to continue to improve and expand the school's position domestically and internationally.
- Comprehensively and firmly develop the school in all fields, while combining the selection of a number of industries and specialized fields of investment and construction to reach regional and international standards.
To achieve the above goal, during the 2009-2014 term, I will, together with the Party Committee and the Board of Directors, lead the School to successfully carry out the following key tasks:
1. Continue to improve the industry structure
- Reorganize and complete the departmental structure: separate the Scientific Research & Postgraduate Management Department into 2 departments: Scientific Research Management and Postgraduate Training; improve personnel and add functions to the Administration - Management Department, Training Quality Assurance Center, etc.
- Establish the Faculty of Political Science and arrange and organize the faculties/departments in the direction that one unit can manage 1 to 2 training majors, and open some new majors such as:Arts, Social Work, Anthropology, Policy Science, Public Administration, Chinese Studies, Korean Studies, Japanese StudiesandHan Nom.
- Focus on investing in developing some industries with a long tradition and great potential, and new industries with high prospects and social needs into industries/specializations that reach regional and international levels.
- Build and reorganize a number of research centers in a practical and effective direction.
2. High quality training and international standards
-Training scale and structure by 2014
+ University training scale: 19 majors. Total number of students: 10,000, of which: regular system: 6,500, non-regular system: 3,500(Are not Calculate students of short-term training courses, distance learning courses, etc.).
+ Postgraduate training scale: 34 master's training majors (more)Arts, Policy Science, Public Administration, Anthropology, Social Work); 32 doctoral training majors (moreManagement Science, Political Science, Anthropology, Religious Studies). Total number of HVCH and NCS reached 30% of total converted students.
- Develop programs and train a number of dual majors (double degree) like:Linguistics-English, Journalism-English, Literature-Journalism, Sociology-Anthropology, History-Political Science;main-sub-industry (double major) like:History-Anthropology, Oriental Studies-Japanese Studies/Chinese Studies/Korean Studies/Thai Studies/Southeast Asian Studies etc.
- Expanding some more majors/specializations to reach international standards:Arts, Social Anthropology, Social Work, Organizational Management, Labor Psychology, Policy Science, International Relations…By 2014, 10-15% of training majors/specializations will reach regional and international standards.
- Increase the scale of high-quality training and international training cooperation. Prioritize opening international cooperation programs at the postgraduate level.
3. Rapidly develop teaching and management staff
- By 2014: Total number of staff: 600 people, including 450 lecturers and researchers; 85% of lecturers have postgraduate degrees, of which 60% have PhD degrees or higher, 20% have the title of Professor, Associate Professor; 100% of lecturers apply advanced teaching and learning methods and can use information technology and foreign languages in professional activities, of which 20% can teach professional subjects in foreign languages.
- Implement solutions to standardize staff in terms of professional qualifications, foreign languages, and skills. Focus on developing leading staff and young staff; ensure policies and benefits for middle-aged and female staff.
- Gradually increase the ratio of teaching/scientific research/service from the current 7/2/1 to 5/3/2 by 2014.
- Conduct annual assessment, planning and training of staff to select and plan training and development of staff in terms of expertise, foreign languages, management and administrative skills, etc.
4. Improve the quality and efficiency of scientific research activities
- Every year, 100% of the school's teaching and research staff have scientific works published, of which 5-7 articles are printed in international journals.
- Promote the proactive role of faculties and units; at the same time, build a number of expert groups specializing in developing large-scale topics and projects. Strive to have at least 2 large-scale scientific topics and projects chaired and implemented by the School each year.
- Convert scientific works to calculate hours and have appropriate rewards for officials who have many published works or works printed in prestigious international journals.
- By 2014, the rate of research works cited abroad reached the average level compared to universities in the Southeast Asian region.
5. Expand and enhance the effectiveness of international cooperation
- Develop joint training programs with leading universities in China, Russia, France, the United States, Korea, Japan, Singapore, Thailand...; focus on establishing cooperative relationships with international universities (in the top 500 universities).
- Develop more joint training projects and programs to support staff and student exchanges with universities in Japan, Korea, Thailand, China, the United States, etc.
- Each year, develop and implement at least 2 collaborative research projects and organize at least 2-3 international conferences.
6. Strengthening the mobilization and effective use of funding sources; continuing to modernize facilities.
- Increase the proportion of additional revenue from tuition, fees, training and research services, and international cooperation to 50% of total regular operating expenses by 2014.
- Modernized facilities on par with advanced universities in Southeast Asia (Learning facilities, classroom equipment, offices, conditions for teaching, learning and scientific research in some fields meet regional standards.).
- Improve and increase the additional income of employees to 1.5 times the current level (additional income coefficient: 370,000 VND/month).
