1. Issue a document guiding the conversion of scientific hours - teaching hours in the direction of ensuring the provisions in Document 4326/QD-DHQGHN dated December 27, 2021 of the Director of Vietnam National University, Hanoi, but there should be breakthrough policies, considering the specific factors of the University (basic science, research orientation, promoting interdisciplinary - inter-field). The general guiding viewpoint is to create conditions for scientific staff to flexibly convert scientific research hours - teaching hours on the basis of ensuring current regulations. 2. Continue to increase investment in financial resources for national scientific activities and international publications in the direction of ensuring optimal investment levels as at present; Adjust management methods, create favorable conditions in terms of processes and procedures for experts and scientists while still ensuring strict compliance with current regulations. a. Continue to invest funds to publish important publications such as monographs and textbooks. b. Maintain a stable maximum investment level of 70 million for scientific articles according to the SCImago "quartile" (according to Decision No. 2981/QD-XHNV-KH dated November 30, 2021 of the President of the University of Social Sciences and Humanities, VNU). c. Specific regulations on “author groups” in scientific publications to ensure “academic integrity”: only 100% funding if the author is the only one or all members of the author group are school staff; gradually reduce the funding level if there are authors who are outside the school (the lead author or the contact author must be a school staff). e. Thoroughly grasp the viewpoint: Investing financial resources is to improve the real scientific capacity of the School's staff, not to mechanically increase the number of international publications. 3. Accelerate the progress of young scientists meeting the standards for the title of Professor/Associate Professor; Continue to invest funds for the team of young scientists to carry out basic-level research topics; Ensure that each scientific staff completes 2 topics at all levels to meet the minimum requirements for scientific tasks to meet the standards for the title of Professor/Associate Professor, specifically: a. If a PhD has 3 articles in the "SCImago quartile" but not 2 basic topics, the basic topic product may not need to be required for international publication. b. If a PhD has less than 3 articles in the "SCImago quartile", the output product must have a published article in the "SCImago quartile". c. The investment budget for the basic topic will depend on the product level within the “SCImago quartile” of the registered scientist. 4. Pilot implementation of 10 VNU-level projects using the University's budget to support staff in professional development, while also perfecting conditions for title promotion, standardization of scientific titles, and emulation and rewards. 5. Promote and improve investment in improving foreign language skills for the School's scientific staff in the direction of "practical use": a. Continue to provide financial support for staff who achieve international language certificates such as IELTS, TOEFL, TOEIC; Classify support levels corresponding to the achieved scores. b. Maximize relationships with international partners to create conditions for staff who reach the threshold (or near the threshold) of 6.5 IELTS (or other certificates equivalent to 6.5 IELTS) to do internships abroad for 3 to 6 months to improve their foreign language skills; The school will pilot a part of the investment to support scientific staff to improve their foreign language skills at overseas facilities. 6. Continue to provide financial support for scientists to attend professional seminars at home and abroad; It is necessary to adjust support levels and product regulations in the following directions: a. Attending conferences abroad: in addition to having articles in international languages, if the author commits to (will) have output products (from proceedings of international scientific conferences with publication index or higher), the support level is from 300 USD to 1,000 USD depending on the geographical area; b. Participation in international scientific conferences organized domestically (outside Hanoi): if the author commits to (will) have output products printed abroad (from proceedings of international scientific conferences with publication index or higher), the support level is from 2 million to 5 million VND, depending on the geographical area. 7. Review and update information to build a profile of scientific staff capacity and a roadmap to standardize scientific titles in the direction of "individualization" for each staff. Pay attention to training and fostering scientific staff in the direction of both improving (perfecting academic degrees and scientific titles) and expanding (developing expertise in an interdisciplinary and inter-disciplinary direction to meet the requirements of developing new training and research directions). 8. The school has an official written proposal to the science and education management agencies regarding the concept of "international scientific articles" in the direction that: international scientific articles are not only "international journal articles" but also include "international book chapters" (The prestige level of international book chapters is calculated according to the prestige level of international publishers ranked by international ranking organizations). 9. Arrange and set up a "common working space" so that scientists of the School can come to work and exchange expertise. |
