Comments on draft regulations on management decentralization and management operation procedures in the University of Social Sciences and Humanities

Assoc. Prof. Dr. Tran Thi Minh Hoa (Vice Principal of the University) is summarizing the regulations on management decentralization and management operation procedures in the University of Social Sciences and Humanities.

Since the separation and independent operation, the School Board has directed the development of legal documents and operating procedures. However, up to now, after many years, many new regulations and the School's structure and functions have been adjusted, which raises the issue of needing specific adjustments and instructions to be suitable. On that basis, the School Board has directed the functional departments to develop draft regulations on management decentralization and management operating procedures in the University of Social Sciences and Humanities.

After the opening session of the conference, Associate Professor, Dr. Tran Thi Minh Hoa briefly reported on the regulations on decentralization of management and management process in the University of Social Sciences and Humanities. Accordingly, the construction principles of the new draft are based on the application of legal documents of the State, the Ministry of Education and Training and regulations of VNU to specific areas of the University; Inheriting the regulations developed in 2009; Updating changes in the organizational structure of the University, changes in the functions and tasks of some units in the University; Based on the development strategy of the University to 2020 and vision to 2030; Decentralizing management and operation process according to work content, not according to functional units.

The main content of the draft includes 20 chapters, an increase of 7 chapters compared to the 2009 regulations.

Commenting at the conference, most delegates highly appreciated the process of implementing the draft, the consultation process of experts and the elaborate results up to now. To further improve, some delegates also gave direct comments on some contents to aim for a complete set of regulations that are most suitable for the activities of the School.

Assoc. Prof. Dr. Pham Xuan Hang (Former Principal of the School) commented: the documents are still abbreviated, the level of depth and generalization is not uniform, and the management level is not decentralized to the departments, while the departments have a great influence on the professional quality of the School. According to the Assoc. Prof., the characteristics of the School are training and research, so the role of the department in general activities is also very important.

Sharing the same view with Associate Professor Pham Xuan Hang, Associate Professor Dr. Pham Quang Long also expressed his opinion on the importance of the role of the department in professional activities in the regulations on management decentralization and operating procedures. In addition, the new draft also needs to aim for effective operations, avoiding overlap.

In the future development orientation, international joint training activities are increasingly important, especially in the trend of many changes in training regulations of VNU. In order to have a strong development of international joint training, the draft must have orientations showing the connection in building strategies and maintaining the activities of many related functional departments, Associate Professor, Dr. Dang Xuan Khang (Chairman of the University's Trade Union) shared.

Prof. Dr. Nguyen Van Khanh (Principal of the School) delivered a closing speech at the conference.

Some other suggestions focus on the orientation when structuring the draft, such as the drafting committee needs to clearly define how many levels of management the School has? What is the structure and management relationship? Answering the questions will help build a clearer and more coherent draft. When building the draft, the content should be standardized according to the State's regulations on administrative documents...

Speaking at the conference, Prof. Dr. Nguyen Van Khanh (Principal of the University) responded to the delegates' comments and suggestions and accepted their comments. The drafting committee will adjust and finalize the document, then send it to the specialized departments for evaluation before promulgation.
